Council Minutes of 11/21/2Q06 <br />Mayor alluded to the matter regarding the no smoking ballot issue. He provided advice <br />to the Finance Director on the issue of the increase in the minimum wage. <br />3) On November 16, issued Legal Opinion 2006-3 regarding contacts between members <br />of the administration and City Council. He used a different format-a summary legal <br />opinion-to try and cut down on some of the verbiage. But the research is there and, if <br />anybody has any questions regarding the rationale for the opinion or some of the case <br />law, he is always happy to provide it. <br />4) Best wishes for the Thanksgiving Day holiday. <br />Finance Director Copfer: 1) Rocky River Municipal Court had a meeting with finance <br />directors, and Asst. Finance Director Bruxvoort represented North Olmsted. The court <br />reported they were concerned that expenditures may exceed revenues this year. Through <br />October, they are only $20,000 ahead of expenditures and noted that North Olmsted <br />tickets are behind plan. Some other communities are as well, but ours are the greatest <br />number of tickets since we're the largest. The Finance Dept. has noted that as well <br />throughout the year, both in the General Fund and STOP fund revenue has been done <br />from tickets. <br />2) Health care proposals came back from the consultant, and we have a 20% increase <br />going into 2007. National trends for 2006 were 7.6%. Obviously, costs are still out of <br />whack. Any changes to the plan will be negotiated in this contract cycle which has begun. <br />3) As a member of the bargaining team, she has met twice with the fire fighters and a <br />third meeting is scheduled. <br />4) She has been meeting with ali department heads and directors regarding the budget. <br />They have completed their first attempt at the detailed budget by division, which is about <br />a month ahead of schedule. She and the Mayor met with each director and discussed any <br />changes that were planned to operations in 2007, any major concerns, and any initiatives <br />they plan on undertaking. Before Council tonight is the temporary appropriations for <br />2007. The temporary is just a stop-gap funding method until our permanent <br />appropriations is passed. In general, we take about a third of the current appropriations <br />and adjust for expenditures that occur either in a greater or lesser extent in the first <br />quarter. Then if there are capital projects ongoing that need to be appropriated for the <br />next year. <br />6) Congratulations Eagle Scout Eric. She has not seen a 14 year old as a first-class Scout. <br />She remembers the Scouts who came in on Market Day to help load groceries. <br />Councilman Ryan inquired as to the status of the street report since budget discussions <br />will soon begin. Mayor O'Grady responded that, as promised, the City Council will have <br />a listing from the city administration (from Service Director Limpert's office), by the end <br />of the year. On the issue of the Rocky River Court, Councilman Ryan is concerned and <br />inquired if the Finance Director would report on the meeting of all finance directors <br />which will be held in January. Finance Director Copfer said she would do so. <br />Councilman Miller inquired as to what criteria would be used in creating the list of streets <br />and conditions. Mayor O'Grady said there is a State standard for the evaluation of <br />municipal streets. City contractors and contract inspectors are using that information <br />4 <br /> <br />
