With the invitation of non- <br />management people, a number of distortions were presented. Those distortions <br />have been corrected by memo. Highlighting facts of Central Dispatch Center: <br />First, response time has improved for all cities that joined the CDC by about 40 <br />seconds. Two, training and technology at the Westcom CDC is at least as good as <br />the training and technology in North Olmsted. Three, cost per dispatcher is <br />significantly reduced, which is one of the values of regionalism. We currently <br />pay for one dispatcher around the clock and, most of the time, two dispatchers in <br />North Olmsted, on the order of $620,000 annually. Cost for two dispatchers <br />around the clock and often three at CDC is $200,000 if we choose to stay <br />involved in 2008. Council is aware that we have been offered by the other CDC <br />mayors the opportunity to join the Central Dispatch at no cost for 2007 to ensure <br />that we see value in it and we get value from it. In effect, we're adding two or <br />three dispatchers around the clock at no cast to our city for the next year. A <br />collective goal as city elected representatives should be to provide the highest <br />quality of services at the least expense to our taxpayers. As stated repeatedly by <br />his administration, when there is a life threatening situation or one that appears to <br />be life threatening, when a resident needs EMS support, CDC will send the <br />closest unit to provide the quickest and most efficient response. We need to be <br />part of that system. <br />• Ordinance 2006-196. This is a Juvenile Accountability Block Grant in the amount <br />of $10,000. Thanks to Council for stating they will suspend the legislation. Asks <br />Council's support of this issue to bring these dollars to North Olmsted for our <br />Community Diversion Program. <br />Councilman Gareau noted that the sign at the construction site of the Fire Station is being <br />obstructed by piles of dirt. Mayor O'Grady said the Service Director would look into this <br />and perhaps find a new location far the sign. <br />Law Director Dubelko: 1) Civil litigation: <br />• The city brought a small claims lawsuit in Rocky River Court against an <br />individual who failed to pay a debt to the Rec Center by writing a bad check. The <br />matter was settled in court. The city was fully compensated the amount of the <br />check plus NSF charges, court costs and interest. <br />• In the matter of the city fire fighters against the City of North Olmsted, the court <br />has ordered briefs to be filed on the motion to show cause. against the city. Briefs <br />are due on December 15. Also, with respect to the latest motion to vacate an <br />arbitrator award filed by the city, the union has moved to consolidate that with the <br />other motions the city has filed. The city is in the process of opposing that motion <br />for the same reasons as we opposed the other motions filed by the union. <br />• In the grievance involving discipline against a police officer, the arbitrator has set <br />a briefing schedule. The city's brief is due on January 5, 2007. <br />2) Following the election results on November 7, by request of the administration, he has <br />conducted legal research on the applicability of issues 3 and 5 to city government.
