Council Minutes of 11/21/2006 <br />months, they received 8,000 calls for fire or EMS. The North Olmsted dispatch <br />center handled 3,035 calls for fire and EMS in 2005. Response time is calculated <br />from the time the call is received at the station and until the unit arrives on the <br />scene. The average time in North Olmsted is 3-4 minutes, in Westlake it is 5 <br />minutes and 43 seconds after participation in the CDC. Prior to participation in <br />the CDC, their time was 6.5 minutes. Westlake is approximately 16.2 square <br />miles. The placement of our fire stations helps our fire fighters and EMS to <br />access all areas of our city in a short period of time. The only financial <br />information presented was a statement that our 2005 cost would have been <br />approximately $240,000. Additional printed financial information is needed to <br />determine what our total costs will be and what the actual costs of the CDC center <br />are and what they are comprised of. The CDC has 7 full-time and 6 part-time <br />dispatchers. One part-time dispatcher left the employ of the CDC in the first 8 <br />months of business. The original man~wer was 7 full-time and 7 part-time <br />employees with 2 supervisors. North Olmsted has 9 full-time and 3 part-time <br />dispatchers. All calls originate within a particular community, are transferred to <br />the CDC, and then transferred to the fire station/EMS unit within the community <br />in which the call originated. All calls generated within the City of Westlake are <br />answered by the Westlake FireBMS units unless mutual aid is requested because <br />all available units are in use. The question of automatic aid versus mutual. aid was <br />presented. The CDC does not possess the technology or equipment to implement <br />automatic aid. Automatic aid would require a GPS system within each vehicle, so <br />the location of the closest available vehicle could be dispatched to a situation. <br />The original participation costs were broken down to 10% of the cost would be <br />divided between all communities and 90% would be based on a community's <br />population. The Westlake Fire Chief stated that now the cost will be apportioned <br />according to how many fire fighters you have on your ordinance. (After 8 months <br />of operation, there are still many questions of rules of operation, procedures, etc. <br />which need to be worked out and finalized. The implementation. of automatic aid <br />is one of these issues. Mentioned several times was North Olmsted ability to <br />change policy if we are a member of the CDC. If we are only one vote in five, it <br />may be difficult to change anything. In the future, participation may be a viable <br />alternative. The committee voted unanimously to not recommend passage of <br />Resolution 2006-183. <br />• Ordinance 2006-184, an ordinance amending the Traffic Control File of the City <br />of North Olmsted to provide for prohibiting the standing ar parking of motor <br />vehicles at any time and at any location on either side of Claque Road from <br />Lorain Road to Broolcpark Road and declaring an emergency. A brief discussion <br />followed. The committee voted unanimously to recommend approval of <br />Ordinance 2006-184. <br />• Chairperson Orlowski distributed some information and a survey which requested <br />information from a number of communities regarding the bulk storage of salt <br />within their communities and how they may address this issue. As the <br />information was new to the members of Council and the late hour, it was decided <br />to withhold discussion for another time. <br />8 <br />
