Council Minutes of 11/21/2006
Mayor O'Grady said the administration will go on record as questioning the facts as
presented by Mr. Orlowski in his report. He noted Mr. Orlowski cited times for dispatch
by saying it was from the time of call to time the equipment arrives on the scene. That's
incorrect-perhaps he misunderstood. It was from the time that the vehicle is dispatched
to the time the vehicle arrives on the scene. The difference in times between North
Olmsted and Westlake is accounted for by the fact that Westlake is so much larger than
North Olmsted in terms of square mileage. He does not recall a comment from the
committee meeting that the Westcom Center Dispatch Center does not possess the
technology or equipment for automatic aid. It is his belief they could do that right now,
and so could we if we chose to. He requested a copy of Mr. Orlowski's report to be
submitted to the administration for detailed review and comments. Mr. Orlowski
commented his report states that the response time is from when the call is received at the
station until the unit arrives on the scene. He noted that it was stated at the committee
meeting that the CDC does not possess the GPS units and the system for automatic aid.
That was a question that was discussed. A copy of Mr. Orlowski's written report will be
given to the Mayor.
Council Member Dailey Jones, chairperson of the Streets & Transportation Committee:
1) The committee met at 10:11 p.m. on Tuesday, November 14, 2006. Present were
committee members Bazker and Jones; Council Members Gazeau, Miller and Orlowski
and Council President Kennedy; Law Director Dubelko, Service Director Limpert,
Planning Director Wenger, Safety Director Terbrack, the Mayor and guests. The
committee met regazding Ordinance 2006-185, an ordinance authorizing the Director of
Public Service to donate Bus No. 204 (1976 GMC Bus T8H-5307A) owned by the City
of North Olmsted to the Ohio Museum of Transportation. When this ordinance was
brought to Council a few weeks ago, Council Member Miller made a request to contact
the Western Reserve Historic Society to see if they would accept the donation of the bus
so that, if North Olmsted residents wanted to view the bus at a local museum, they could
do so. The Service Director did contact the Western Reserve Historic Society, who in
turn put Mr. Limpert in contact with the Crawford Auto Museum. The Crawford Auto
Museum representative truly thanked Council for thinking of them, but they were not
able to accept our donation of Bus 204. In fact, they stated that they just received a bus
from the Smithsonian but were trying to get the Smithsonian to take it back because
there is just not enough space for buses at that location. At the committee meeting, other
avenues of getting Bus 204 off of North Ohnsted's property were discussed, such as
having a public sale or having some interest group purchase the bus so that the
community might see it in a parade or that type of thing. It was the Service Director's
opinion that Bus 204 be donated to the Ohio Museum of Transportation so that they
could display it. In addition, they have a few other buses from that era already there, so if
there is ever a need to swap parts or that type of thing, they could do so easily. The
committee unanimously voted to recommend passage of the legislation.
2) Another issue briefly discussed at the committee meeting was the purchase of a new
car for the administrative caz pool. It had been brought to Council's attention that there
was a possibility of getting a lower price on a car. But, during the committee meeting,
the committee members decided that issue would best be discussed in detail at the time of
the budget discussions for next year.
9
