Council Minutes of 10/17/2006 <br />Suburban. They will be conducting ambient air sampling for paint fumes and <br />other volatile organic compounds with a report that will be issued to the city. <br />• Progress continues on the front entrance. New designs for the foundation have <br />been drawn and stamped by a certified engineer. Additional needed concrete was <br />poured in response to the fact the reality in the ground was different that the plans <br />we had. Last week the foundation was allowed to cure. By the end of this week, <br />it is expected the structural steel for the front entrance will be going up. It was <br />also discovered during excavation that the footer drains for the front of City Hall <br />were not connected to anything. Through the efforts of our Service storm crew, <br />two stretches were cut across the parking lot in order to properly connect the <br />downspouts to drainage. <br />• Annual leaf pick-up began this week. The mailing was reformatted to make it <br />more informative. He recognizes that the map in the mailing is difficult to read. <br />They tried to find a better solution but weren't as successful as they should have <br />been. Continuous incremental improvement is one of the guidelines of total <br />quality management, and he expects by next year the next mailing will be an <br />improvement over this current one. <br />• As a safety concern, ODOT will be removing the sound barriers along I-480 as <br />they are falling down in places. The city is thankful for ODOT's cooperation in <br />making sure that replacement sound barrier walls will be up beginning as early as <br />next July. Thanks to Ward III Councilwoman Nicole Dailey Jones for assistance <br />in getting this done. <br />5) On a personal note, yesterday Airman First Class Peter O'Grady returned to the family <br />after serving four years as an Air Force fire fighter. <br />Councilman Barker expressed thanks to residents of Ward II and Mr. Orlowski's ward <br />for their patience this past summer with the Clague Road project. Thanks to the <br />administration for their support, especially Service Director Limpert and Safety Director <br />Terbrack for their quick responses to his many phone calls and a-mails regarding safety <br />along that stretch of road, and to the regular police patrol and STOP. Everybody worked <br />together. The project finished early and under budget. He thinks most residents are very, <br />very happy with what was accomplished. <br />President Kennedy asked the Mayor what the sound barrier walls would look like and if <br />the city would have input on them. Mayor O'Grady answered the city will have input, <br />and his expectation is they will be similar to the walls along I-90. The walls will be <br />attractive, more efficient, and will not be wood. <br />Law Director Dubelko: 1) Civil litigation report: <br />• City filed a small claims action to attempt to recover $553 owed for ice time <br />at the Rec Center. It is set for trial on November 11. <br />• The attorney for the fire fighters' union has filed a motion in Judge Sutula's <br />courtroom to show cause against the city for allegedly violating a temporary <br />restraining order. The union had filed a grievance against the city because it <br />was not being paid for overtime when it worked less than the people who <br />worked on shift. (Less than 24 hours in a 72 hour period.} The union contract <br />3 <br />
