Council Minutes of 10/17/2006 <br />,,~.~, Councilman Talton, chairperson of the Finance Committee: 1) The meeting was held on <br />October 10 following the Intra-Governmental Relations Committee meeting. In <br />attendance were committee members Ryan and Talton; Council members Orlowski, <br />Barker, Jones and Council President Kennedy; Finance Director Copfer, Law Director <br />Dubelko, Safety Director Terbrack, Human Resources Director Farver, Service Director <br />Limpert, Community Life Services Director Dailey. Agenda items: <br />• Transfer Ordinance 2006-165. Finance Director Copfer explained each transfer <br />or appropriation, along with input by the department directors for each department <br />affected. There were transfers in eleven sections of the appropriations ordinance <br />in the General Fund category for a total increase in the amount of $122,606. It <br />really is only about $6,000 as $117,000 is the funding for the Fair Housing <br />program, and those funds are to be allocated as the budget is set and will be <br />forthcoming. Anew fund was set up for that program. There were six transfers <br />in Special Revenue Funds categories, totaling $70,523. There was one transfer in <br />the Fire Construction Fund: an internal transfer of $15,000 from capital outlay to <br />contractual services. In total, all funds transferred were $206,429. In addition to <br />the transfers presented in Ordinance 2006-165, new amounts added were as <br />follows: an additional $5,000 in Division of Building, contractual services, <br />changing the General Fund total to $122,606. In Solid Waste and Recycling <br />capital outlay, a new appropriation of $12,750 to purchase a new lawn mower and <br />trailer for the Service Department. The new fund that was created, Fair Capacity <br />Housing, will include transferred funds of $38,290 from the Law Department for <br />the Assistant Law Director's salary. The Fair Housing budget is from a grant the <br />city received, and it was decided it would be best to have a separate fund to <br />account for those grant monies. That changed the Special Revenue Funds total to <br />$70,523. The Land Acquisition Fund had a new appropriation of $13,300, which <br />changed the Capital Projects total to $13,300. Finally, the total of all funds was <br />changed to $206,429. A11 of these changes will be amendments to the ordinance. <br />After review and a lengthy discussion by the committee and all of Council <br />present, the committee unanimously recommended the legislation be passed as <br />amended and under suspension of the rule. Councilman Talton made a motion to <br />amend Ordinance 2006-165 to include all of the aforementioned additions and to <br />place the legislation an second reading as amended. The motion was seconded by <br />Councilman Miller and passed unanimously. Ordinance 2006-165 amended. <br />• Ordinance 2006-17I, a resolution accepting the amounts and rates as determined <br />by the Budget Commission, and authorizing the necessary tax levies and <br />certifying them to the County Auditor. After an explanation by Finance Director <br />Copfer and review and discussion by the committee and Council members <br />present, the committee unanimously recommended passage under suspension of <br />the rule. <br />• Financial update. Director Copfer distributed information regarding where the <br />city finances are as of this date. Director Copfer did an overview and asked the <br />committee to review the information, compare it to the financial statements and <br />call her with any specific questions. <br />6 <br /> <br />
