Council Minutes of 10/17/2006 <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on October 16, 2006. In attendance were committee members Dailey <br />Jones, Orlowski, and Ryan. (A CD audio of the meeting is available through the Clerk of <br />Council.) Agenda items included: <br />• Resolution 2006-167, a resolution authorizing and directing the Director of <br />Planning to apply on behalf of the city for a Community Development Block <br />Grant project, which basically will assess the city facilities and services for <br />compliance with the Americans with Disabilities Act. Compliments to Ms. <br />Wenger who gave a marvelous presentation at the meeting. The information <br />came from the work of the CDBG committee for the year 2007 projects. The <br />project chosen is contained in Resolution 2006-167. There are other important <br />projects to be considered in the future including establishing a new site for the <br />food cupboard. The committee unanimously recommended passage of the <br />legislation under suspension of the rule. <br />• Resolution 2046-173, which is very important in our community because it helps <br />to take care of our older citizens by providing the hot lunch program at the Senior <br />Center. Jackie Chavez Anderson, Senior Center Administrator, submitted a <br />written report about the program. (The report is available in the Clerk's office.) <br />The report was an excellent explanation as to the history of how this program <br />came about. The 2007 program contract will be for one year as opposed to <br />previous two-year contracts. The committee unanimously recommended passage <br />of the legislation under suspension of the rule. <br />Councilman Barker made a motion to amend Resolution 2006-160 by adding an <br />emergency clause. (Legislation directs the CLS Director to advertise for bids for cleaning <br />services at the Recreation Center.) The motion was seconded by Council Member Dailey <br />Jones and passed unanimously. Resolution 2006-160 amended. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on Tuesday, October 10, 2006 immediately following the Streets <br />& Transportation Committee meeting. In attendance were committee members Tallon, <br />Barker and Orlowski; Council Members Kennedy and Jones; Chamber of Commerce <br />representative Mr. Burns; Law Director Dubelko, Safety Director Terbrack; guests. <br />Agenda items included: <br />• Ordinance 2006-128, an ordinance creating new Section 763.02 of Chapter 763 of <br />the Business Regulation Code in order to control noise and odor emanating from <br />vehicle repair establishments located near residential neighborhoods. No new <br />information was available from the Law Dept. The committee unanimously voted <br />to hold this legislation in committee. <br />• Ordinance 2006-161, an ordinance creating new Section 763.03 of Chapter 763 <br />(Retail Business Regulations) of the Business Regulation Code in order to <br />regulate the storage of snow/ice removal equipment on ,commercial, business <br />retail, mixed use and multi-family properties. After substantial discussion, the <br />committee voted unanimously to hold this legislation in committee. <br />7 <br />
