Council Minutes of 10/3/2006 <br />.~,, maintenance staff and to best of his knowledge have been improved. Also, coordination between <br />_. the cleaning company and Recreation maintenance is better than in the past. This will be one of <br />the main goals with the new contract to have a better relationship and more accountability on the <br />duties described in exhibit A. Another suggestion was to split the bid into two options. <br />Presently, the bid request is to clean the Recreation Center and the ~restrooms at two other <br />locations. Perhaps in giving the option of Recreation Center and/or restroom facilities, there <br />would be more bidders. With that suggestion, it was then suggested using the Recreation <br />maintenance staff to clean the restroom facilities since they go out to the parks daily to collect <br />trash. There was good debate and many offers of ways to get the jobs dyne and hopefully in the <br />most efficient way. The possibility of hiring a person to do cleaning, either full or part time, <br />after analyzing cost of outside contractors was discussed. The agreement among everyone was <br />accountability and a checklist to be sure all is being done far what the city is paying for. The <br />committee unanimously recommended approval of the legislation. <br />2) The Recreation Commission met on October 2. A financial report was given and everything <br />is looking to be on track bearing no major surprises the rest of the year. Mr. Garrity from the <br />North Olmsted Hockey Club was recognized and had some concerns regarding the story in the <br />paper last week about a new business planning on building in Westlake that was going to have <br />two ice rinks. He says the concerns are not only new ice in the area but also Recreation master <br />plans showing the possibility of not having ice in North Olmsted if one of those plans are <br />approved. He hopes that North Olmsted will still be keeping an ice area in the future. He also <br />brought up that he has a group of volunteers willing to clean up and paint the bleachers in the <br />rink area, but was told that it could possibly be a Recreation maintenance union problem. <br />Hopefully, the administration would look into this. Anytime you have a group of people willing <br />to donate time and money to help spruce up a facility it should be taken seriously. This brings <br />community involvement and he for one would encourage it. <br />In response to a question regarding use of volunteers, Human Resources Director Farver came <br />forward and said that recently the Clerical Tech/Recreation Maintenance group filed a grievance, <br />They were attempting to be compensated at overtime rate for work that was done by volunteers <br />at the Bradley/Barton Park for restoration to the restroom. The union withdrew the grievance, <br />and it was settled with the understanding that, when a volunteer organization steps forward, <br />management would make every effort to communicate with the union prior to the work being <br />done by the volunteers that the volunteers would be involved. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on Tuesday, September 26. In attendance were members Tallon, Barker and <br />Orlowski; Council members Miller, Dailey Jones, Gareau and Kennedy; Chamber of Commerce <br />representative Mr. Burns; Safety Director Terbrack, Mayor O'Grady, Law .Director Dubelko; <br />special guest Mr. David G. Hearne, the Chief of Engineering, Dept. of Public Health, Cleveland <br />Division of Air Quality; guests and residents. The following items wire discussed: <br />Council Member Miller had requested a representative from the EPA speak to Council on <br />air quality, monitoring of odors, effective legislation regarding odors, the EPA permit <br />process far facilities which paint in enclosed areas, which in burn, may affect neighboring <br />residential. Mr. Hearne, from the Cleveland Division of Axr Quality, which represents <br />the Ohio EPA in Cuyahoga County, spoke. A hotline complaint telephone number of 1- <br />10 <br />
