Council Minutes of 10/3/2006 <br />the measurement of sound levels: Section SSS.03 (e), to reconsider distance <br />~~ measurement from a residential lot line; Section SSSA3 (e) (3), as this may pertain to the <br />loading and unloading of salt and other deicing products during specific hours; Section <br />SS5.03(f), Distance Measurement; Section SSS.10(b) line 6 and 7 regarding notification <br />to include of near or contiguous property owners and/or business owners; Section <br />SSS.10(f), Guidelines and Criteria for Application far Special Variance, was referred to <br />the Safety Director for clarification, documentation and guidance. The committee voted <br />unanimously to hold in committee pending further review. <br />2) A Public Safety, Health & Welfare Committee meeting was held this evening October 3. <br />Present were committee members Barker, Talton and Orlowski; Council Members; the Mayor, <br />Service Director, Human Resources Director, Community Life Services Director; guests and <br />residents. Discussed were two liquor permit transfers: <br />• Partners Inc., DBA No Excuses, 27330 Lorain Road, to Rice Enterprises LLC, DBA <br />Phoenix, at the same address. <br />• Multi-Culture Food Inc., DBA Wild Mango Restaurant and Bar, Westfield Great <br />Northern Mall, 140 Great Northern first floor and mezzanine to 362 Great Northern Mall. <br />This is the same owner in a new location in the mall. <br />There was information from Lt. Gallagher of the Police Dept. that there were no problems with <br />these transfers. The committee voted unanimously to have no objection on both transfers. <br />Councilman Orlowski moved that Council have no objection to the liquor permit transfer from <br />Partners Inc., DBA as No Excuses, 27330 Lorain Road, to Rice Enterprises LLC, DBA Phoenix, <br />27330 Lorain Road. The motion was seconded by Councilman Barker and passed unanimously. <br />Councilman Orlowski moved that Council have no objection to the liquor permit transfer of <br />Multi-Culture Food Inc., DBA Wild Mango Restaurant and Bar, Westfield Great Northam Mall, <br />moving from 140 Great Northern first floor and mezzanine to 362 Great Northern Mall. The <br />motion was seconded by Councilman Barker and passed unanimously. <br />Council Member Dailey Jones thanked Council and the administration for the quick action that <br />was taken in contacting ODOT regarding the sound barrier walls on behalf of the residents of <br />Ward 3. <br />AUD~ENC~ PARTICIPA,~TIQ1V <br />Dennis Lambert, 2SOS7 Carey Lane, commented that he felt we were in a representative <br />government, which he feels is good government. He feels Councilman Orlowski is doing a good <br />job of representing the people of his ward in which he lives. In every good organization, you <br />have the best people doing whatever there is to do. If everyone is competent and qualified, no <br />good leader has to fear the information that anyone of those people give as being any less than <br />representative of the administration. <br />Charles Dial, 27959 Gardenia, spoke regarding the carryover as reported by the Finance <br />Director. He encourages Council to spend to the extent it is appropriate on true, legitimate <br />thought-out needs of the community. As in the past, he expressed concern about the cost of <br />wasting time in committee and Council meetings. <br />13 <br /> <br />
