Council Minutes of 10/3/2006 <br />Councilman Barker said he was glad to hear the Claque Road project will be completed early and <br />under budget. He would like to thank the residents on Claque, Esther, Mac$eth, Virginia and <br />Summerland for putting up with the construction all summer Long. He is hopeful they will be <br />very pleased after it's done. <br />Councilman Orlowski commented on three Safety Department issues. First, he has been <br />contacted by several residents about the Golf Homes area off of Canterbury Road where they <br />recently experienced some break-ins and vandalism. Today he spoke with Police Chief Wozzuak <br />and Lt. Gallagher who assured him this is and has been their top priority, and they would like to <br />bring closure to this problem. They would appreciate any information residents can present to <br />the Police Dept. which may help them to solve this problem. He has informed the Safety <br />Director that he spoke to the Police Chief Second, the traffic light at Lorain Road and David <br />Drive, when traveling in a westerly direction from Claque Road to David Drive, the left hand <br />turn signal, when turning from Lorain Road southerly onto David Drive, is not working. He has <br />repeatedly received concerns from residents about this problem, and he did bring it to the <br />attention of the Safety Director by speaking to his secretary about a month ago. Thirdly, he <br />would like to receive a chronological report on the red storage trailer behind Camp USA. The <br />Safety Director has informed him that this trailer belongs to Comp USA, and the city was going <br />to cite them over the issue. He would like to have an update. Mayor O'Grady suggested these <br />issues be provided to the Safety Director who will respond and asked that directors be contacted <br />instead of division heads. <br />Law Director Dubelko: 1) Assistant Law Director Heywazd is working on fair housing. and real <br />property maintenance items. We have four pending fair housing complaints. Three are currently <br />being investigated, and one of them is near resolution through a negotiated settlement mediated <br />by the city Law Department. HUD has awarded the city a second year capacity building grant of <br />$117,000 to build the local fair housing program. Assistant Law Director Heyward has prepared <br />budgets for the remainder of 2006 and 2007, and those have been approved by the Fair Housing <br />Board and submitted to HUD for approval. Assistant Law Director I~eywazd has been assisting <br />the Building Department with real property maintenance matters. Since September 1, she has <br />assisted in obtaining voluntary compliance in five real property maintenance complaints and <br />there are three that are currently pending in municipal court. <br />3) Report of City Prosecutor for the month of September: a total of 233 cases were handled in <br />Rocky River Municipal Court. Of those, approximately 2/3 were traffic and 1/3 general offenses <br />cases. There was one trial and one conviction. <br />4) On September 21, he attended the State of the Schools speech by Supt. Stanic which was <br />hosted by the Chamber of Commerce. <br />5) Administration has completed the RFP process for retaining the services of a labor negotiator <br />and labor attorney. He and the Finance and Human Resources Directors interviewed the top <br />three candidates and recommended to the Board of Control the selection of Gary Johnson of the <br />Johnson and Colaluca law firm. Mr. Johnson has represented the city in the past as an outside <br />labor attorney. The Board of Control awarded a contract to Mr. Johnson on September 27, <br />subject to negotiating fair and reasonable compensation. He has discussed the matter with the <br />Director of Finance, and they have prepared and submitted a proposed contract to Mr. Johnson.. <br />5) From September 27 to present and following the presentation made by David Hearne from <br />Cleveland Air Quality, he has conducted additional research looking at nuisance odor codes for <br />
