Council Minutes of 10/3/2006 <br />,~, indicated that, in considering any completed application, the Director of Planning shall <br />~,, solicit input from the Planning & Design Commission architect and/or the Planning & <br />Design Commission landscape professional as well as any affected city official or city <br />department. After considerable discussion, the committee recommended unanimously <br />that Ordinance 2006-130 be amended consistent with the version that was brought <br />forward to the last meeting and including the changes that specifically outlined in <br />1126.09 (a) (2), (b) (2), (c) (2} ro}. Councilman Gareau made a motion to amend <br />Ordinance 2006-130 consistent with the format that is before City Council this evening. <br />The motion was seconded by Councilman Miller and passed unanimously. Ordinance <br />2006-130 amended. <br />A presentation from H & M Clothiers, 270 Great Northern Mall, was made. The <br />proposal consists of the final phase of refacing the north side of Great Northern Mall. <br />Archivers and Wild Mango have already gone in there. The tenant will be located in the <br />former T. G. I. Friday's space. The applicant proposes to create a storefront to the <br />outside of the mall and will have an entrance from the inside of the mall as well. The <br />storefront will be comprised of a combination of stone, stucco and glass. In addition to <br />the H & M space, Westfield did bring forward a comprehensive proposal to address the <br />loading area. They proposed to remove existing screen walls to construct new walls <br />further back and flush with the new storefront. It opens up the sidewalk area for <br />pedestrian traffic. The stucco will be wrapped around the east side of the building into <br />the loading dock area. Planning & Design did recommend that the Archvers wall <br />treatment wrap the corner into the dock area as well, which is shown in the plans <br />submitted. It is important to note there is landscaping. Mr. Miller brought up the fact <br />that there has been extensive landscaping done along Brookpark Road, which is quite an <br />improvement. Additional landscaping is now going in along the building. It is quite <br />significant, and it is irrigated. The proposed sign will meet code requirements. As part <br />of the Archivers and Wild Mango renovation, the property owner did submit and was <br />required to submit a master sign plan. Initially, it was deemed by the $uilding Dept. to <br />be insufficient, and the applicant will be required to complete the master sign plan before <br />obtaining an occupancy permit. That is a requirement. A representative from Great <br />Northern Mall was not present. There were several questions posed by different <br />members of Council concerning this proposal, questions regarding the screen wall <br />composition and method of construction, and overall concerns.. about the general direction <br />the mall was going. The committee voted unanimously to hold the matter in committee. <br />Councilman Gareau continued his report for the Building, Zoning & Development Committee <br />which met on Tuesday, October 3, 2006, at 6:45 p.m. Present .were committee members <br />Orlowski, Gareau, Miller; Council Members Tallon, Barker, President Kennedy; Planning <br />Director Wenger, Mayor O'Grady. Also present and providing input were two repre~ntatives <br />from Westfield, Mr. Steve Greenberger, director of construction special projects group, and Evan <br />Vlaeminck. It was explained that the interior component of the screen wall is of the current brick <br />composition and is also painted. It's maintained on a yearly basis. as it's only available to be <br />seen by anybody who actually enters the loading area. As indicated, it will be moved back. The <br />exterior is not EIFS, but stucco as they felt stucco was a more durable surface. Mr. Tallon <br />brought up the issue of whether they would be willing to modify the'wall to include and extend a <br />brick fascia that comes across the bottom to be included on the wall.
