NORTH 4LMSTED CITY COUNCIL <br />MINUTES OF THE PUBLIC HEARING <br />SEPTEMBER 19, 2006 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Dailey Jones, Miller, Orlowski, Ryan, Tallon <br />Also Present: Mayor O'Grady, Law Director Dubelko, Clerk of Council Seman <br />President of Council Kennedy called the public hearing to order at 7 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />President Kennedy announced the public hearing was being held with regard to <br />Ordinance No. 2006-135, an ordinance creating new Chapter 1142 (Residential Office <br />District) of the North Olmsted Zoning Code in order to establish a new district of <br />permitted uses. <br />AUDIENCE PA~CI~'A~.T~~N <br />Kay Givens, 30948 Bradley Road, inquired as to what a research lab meant in 1142.04 <br />(g). What would they be working on in a laboratory? <br />Planning Director Wenger explained that under 1142.04 reseazch laboratories would be a <br />conditional use. They would not be permitted outright but would have to meet certain <br />criteria under Chapter 1118. She did look at some of the existing permitted uses under <br />Light Industrial and weeded out those that were more intensive. Given the fact that <br />research and that type of activity is generally carried on wholly inside and is more of an <br />office setting, she felt that it would be more appropriate as a conditional use in this <br />district than as a permitted use. But it should still be permitted to be included in the <br />district rather than eliminated altogether. That use will have to be defined to make it <br />more clear. <br />Councilman Gareau noted that there is legislation being considered dealing with an <br />amendment to the conditional use requirements and the processes and what is looked at to <br />determine whether or not to grant the conditional use in the future. Abetter definition <br />will be worked on, all those types of considerations will be given consideration in any <br />future conditional use and basically in any zoning district. Hopefully, we learned our <br />lesson from Suburban-that we're not going to take such a narrow view of things. While <br />a more precise definition will help, also anything that is under that conditional use would <br />get extraordinary scrutiny. <br />Mrs. Givens asked what type of structure was the public utilities structure. <br /> <br />
