Mr. Gazeau brought up special event <br />concerns with using an outside source, and Mrs. Drenski said that it is being handled at <br />this time with the endowment fund but will be discussed with Dawg Pound Hotdogs to <br />work out the logistics. She sees no future problems. The committee recommended <br />approval of the legislation and passage under suspension of the rule. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on September 12, 2006. In attendance were committee members <br />Tallon, Bazker, Orlowski; Council Members; the Mayor, Law Director, Safety Director, <br />Planning Director, and Chamber of Commerce rep. Mr. Burns; guests. Agenda items: <br />• Ordinance 2006-153 and 2006-154. Ordinance 2006-153, an ordinance <br />authorizing the Director of Public Service to request proposals for consultant <br />services for the analysis of the municipal infrastructure and facilities for <br />conformance to the Americans with Disabilities Act (ADA); and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into <br />an agreement with the person or firm selected in the RFP process. Ordinance <br />2006-154, an ordinance authorizing the Director of Public Service to request <br />proposals for consultant services for the analysis of the municipal programs and <br />services for conformance to the Americans with Disabilities Act {ADA); and <br />further authorizing the Mayor, subject to approval of the Board of Control, to <br />enter into an agreement with the person or firm selected in the RFP process. <br />Planning Director Wenger presented information gleaned from conversations with <br />Don Copeland and Assistant Law Director Heyward. Responsibly, these studies <br />should have been undertaken years ago. There aze many azeas of disabilities, and <br />individuals confined to a wheelchair is only one segment. The hearing and sight <br />impaired as well as others need to be included as well. This is one reason Asst. <br />Law Director Heyward requested two ordinances. One ordinance will address the <br />physical or infrastructure and facilities for compliance and recommended <br />remedies and alternative solutions with an estimated cost and the other ordinance <br />will deal with municipal programs, services, policies and procedures with an <br />estimated cost. Ms. Wenger is putting together a CDBG report to apply for plan <br />activity funds for the ADA studies. The application process through the county <br />may enable us to know if CDBG funds will be available for our studies by grant <br />deadline of Nov. 17, 2006. Actual grant awards will be made by April 2007. If <br />we move ahead with legislation, we will have knowledge of the proposals, <br />estimated costs and what matching funds the city may need if the application <br />process is successful. It would be best to pass legislation and fund the cost after <br />April 2007 for the amounts which may be necessary. The estimated casts for <br />each study is approximately $20,000 each with a 6 to i 2 month time frame for <br />preparation and presentation to Council. The CDBG grant is in the range of <br />$30,000. The committee unanimously recommended adoption of Ordinances <br />2006-153 and 2006-154. <br />• Codified Chapters 741 and 555 were briefly discussed, with Mr. Burns <br />recommending combining the two chapters in order to encourage compliance and <br />make it easier for businesses to identify city requirements.
