<br />he and the Planning Director have been working with the Law Dept. to come up
<br />with a better process, which has now been brought forward in this legislation. It
<br />is also a work in progress, and there was a lot of give-and-take in discussion on it.
<br />The committee voted unanimously to hold Ordinance 2006-130 in committee.
<br />• Suburban Collision Center update. A taller exhaust system on the building has
<br />been installed in the latest attempt to solve the odor problem. However, as of
<br />today, there were a number of complaints registered by residents in the
<br />neighborhood as to the very strong odor of paint fumes throughout the
<br />neighborhood. This morning, the Odor was characterized as Very strong and there
<br />were three calls made to the Building Dept. to register complaints. Since the last
<br />report in June, resident Melissa Meredith has compiled a list Hating the dates
<br />when paint fumes were detected in the neighborhood: June 14, 1S, 16, 17, 19, 21,
<br />22, July 12, 14, 17, 24, 2S, 26, 27, 28, August 1, 3, 14, 23, 24, 27, September 8,
<br />19. She did a good job of keeping track of whether the Building Dept. was
<br />notified, characterizing the odor, the time of day, temperature, humidity, wind
<br />speed, and wind direction. The document will be appended to these minutes.
<br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on
<br />Tuesday, September 12, 2006 immediately following the Recreation, Public Parks &
<br />Buildings Committee meeting. In attendance were committee members Tallon and Ryan.
<br />Councilman Miller was unable to attend for personal reasons. Also in attendance were
<br />Council members Orlowski, Barker, Jones and Gareau; Finance Director Copfer, Law
<br />Director Dubelko, Mayor O'Grady, Safety Director Terbrack, Planning Director Wenger,
<br />Human Resources Director Farver, Service Director Limpert, Community Life Services
<br />Director Dailey; guests. Agenda items were as follows:
<br />• Resolution 2006-148, a resolution adopting the alternative tax budget of the City
<br />of North Olmsted for the fiscal year beginning January 1, 200? and submitting the
<br />same to the County Auditor and declaring an emergency. After a brief
<br />explanation by Finance Director Copfer and discussion, the committee
<br />unanimously recommended approval and passage by suspension of the rule.
<br />• Ordinance 2006-151, an ordinance authorizing the Director of Human Resources
<br />to solicit proposals for the personal services of a third party administrator (TPA)
<br />to process health insurance claims including the purchase of excess insurance
<br />coverage for the city health care and hospitalization plans for 2007; further
<br />authorizing the Mayor, subject to approval of the Board of Control, to enter into a
<br />contract for said services and insurance and declaring an emergency. After an
<br />explanation by Director Farver and discussion, the committee unanimously
<br />recommended approval and passage by suspension of the rule.
<br />• Ordinance 2006-1SS, an ordinance amending Ordinance Nos. 20(32-52, 2001-127
<br />so as to provide that the special revenue fund established by Ordinance 2001-127,
<br />as thereafter amended by Ordinance 2002-52, shall be entitled the "Senior and
<br />Disabled Assistance Fund" and that revenues in said fund .may be expended for
<br />accessibility studies and municipal infrastructure, facilities, programs and service
<br />improvements required by the Americans with Disabilities. Act (ADA). After a
