Council Minutes of 9/19/2006 <br />• An arbitration hearing has been set for October 20, 2006 in a grievance filed by <br />the Fire Dept. involving the question of language in the collective bargaining <br />agreement that requires fire fighters to work a certain number of hours before <br />qualifying for overtime, whether or not the word "worked" means worked. <br />Arbitrator Ruben will be hearing that case. <br />Finance Director Copfer: 1} Attended the Ohio Government Finance Officers <br />Association conference last Wednesday thmugh Friday in Cincinnati. The sessions were <br />very interesting, and she has already utilized some of the information. Sessions attended <br />included public records, ethics, and sharing of services. A great presentation was made <br />by the fire chief of the joint dispatch center in Columbus where. they share staff and <br />services along with dispatch and equipment and training. The session on new GASB <br />requirements was very informative. <br />2) Records Commission met on Monday, and the Human Resources Director presented a <br />draft management manual. The IT Dept. is researching acost-effective solution on <br />retention of a-mail. <br />3) Attended the Fire minimum staffing meeting on Monday. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on September 12, 2006. Present were members Gareau and <br />Orlowski; Council Members Talton, Barker, Dailey Jones, Ryan, Council President <br />Kennedy; Mayor O'Grady, Law Director Dubelko, Planning Director Wenger, Service <br />Director Limpert, Safety Director 'I'erbrack. Three items were on the agenda originally; <br />however, Exit 2 Storage was removed as the matter was sent back to Planning & Design <br />Commission. Other agenda items: <br />• Ordinance 2006-122, an ordinance amending Section 1139.01 of the Zoning Code <br />in order to eliminate the locarional and density requirements for pet stores and <br />animal hospitals in General Retail Business Districts. Issue has come up and <br />brought before Planning & Design which would more clearly regulate animal <br />hospitals and pet shops under 1139.01 B (8), which would regulate the sale of pet <br />supplies, domestic animals such as dogs, cats, fish, birds and reptiles, excluding <br />exotic animals and farm animals such as horses, goats, sheep and poultry. There <br />is a current 700 foot requirement away from any dwelling in the city. That would <br />be removed. This is more of a work in progress as opposed to a final issue. There <br />were a number of questions posed. The committee voted unanimously to hold <br />this in committee. <br />• Ordinance 2006-130, an ordinance amending 1126.09 of the Zoning Code in <br />order to change the procedure for reviewing proposed minor changes to approved <br />development proposals. This goes toward the issue of the current arrangement in <br />our government where an approved commercial retail plan can be modified if <br />modified in a minor way by simple notice being given to the Building Dept. and <br />to the chairman of the former Planning Commission, Architectural Review Board <br />and the BZD Committee chairperson. The ARB was abolished through a Charter <br />change, yet we still have the old code section in existence; The default provision <br />is, if notice is provided to members as the code requires and there is no objection, <br />then the minor change is approved.
