Council Minutes of 9/19/2006 <br />Plannine <br />• A community design workshop for the Crocker-Stearns Corridor Plan is <br />scheduled for Wednesday, September 20~' at 7:00 p.m. in the Springvale <br />Balkoom. Our consultant and members of the project's steering committee will <br />facilitate small group discussions on possible design scenarios and development <br />alternatives for the corridor. All property owners in and around the corridor are <br />invited to participate. <br />• Planning Director Wenger was recently appointed as a board member to the Ohio <br />Planning Conference, Cleveland Section. Congratulations Director Wenger. <br />Safetv <br />• The Administration is continuing in efforts to join the Westshore Central Dispatch <br />Center. In advance of further discussions, a tour has been tentatively scheduled of <br />the CDC for Tuesday, September 26, 2006 at 6:15 p.m. All members of Council <br />are encouraged to join the administration at the St. John Westshore Hospital <br />Dispatch Center for a tour led by CDC Supervisor Nick Pishnery. <br />Service <br />Pleased to report that the Stearns I-480 overpass island repair has gone well. As <br />mentioned previously, the Service Department has removed this rubble and <br />replaced it with dirt from the excavation of the new fire station site and has <br />planted grass seed. The grass is now growing, making this an inexpensive fix to a <br />temporary safety problem our city was facing. <br />The Clague Road reconstruction continues with the last segments of sidewalk <br />being poured this week. The project still requires landscaping in some areas. <br />Shelly Corporation continues its work on Lorain Road east of Canterbury to the <br />Fairview line. Shelly has worked with the base coat to eliminate standing water <br />that had previously formed. They have been directed to continue focusing on this <br />issue as they place the final coat. ADA ramps are currently being installed at the <br />sidewalk intersections. This project is scheduled to be complete by mid-October. <br />Law Director Dubelko: 1) Assistant Law Director Heyward is working on fair housing <br />and real property maintenance matters. She is working on the city's 2006 and 2007 <br />budgets for HUD, investigating three fair housing complaints, and working with the <br />Building Dept. on property maintenance enforcement cases. <br />2) Prepared and circulated Legal Opinion 2006-2 which was requested by the Mayor <br />regarding the subject of reorganization of the departments when positions are proposed <br />for abolishment. City Council, the Mayor and the Civil Service Commission are <br />encouraged to read the legal opinion to understand fully their role in the process. <br />3) Civil litigation: <br />• An executive session was held at the special Council meeting to discuss the <br />possibility of settling the Shelly case involving additional compensation requested <br />for the western Lorain Road rehabilitation project. A settlement conference was <br />held, and the matter was settled prior to trial. The authorization to settle within <br />the authority granted by Council is on the agenda tonight. <br />• Elm Street Properties case has been set for a jury trial on June 13, 2007. <br />2 <br />~; <br />
