Council Minutes of 8/15/2006 <br />Regarding the Suburban Auto issue, Councilman Ryan said he thinks the reason this is so <br />important to everyone is that they were misled. He remembers a lengthy discussion <br />about this issue, and it is wrong to be misled like that. This is in lus ward and feels he <br />may have failed the residents. This must be corrected. Mayor O'Grady said he agreed <br />that the city did not get what was promised. Mr. Ryan's points are well taken. <br />Councilman Miller, member of the Finance Committee, reported for Chair~rson Talton: <br />1) The Finance Committee meeting was called to order at 7.m. on Wednesday, August 9. <br />In attendance were committee members: Talton, Miller and Ryan; Councill~rsons <br />Barker, Gareau, Jones, Orlowski and Council President Kennedy; Finance Director <br />Copfer, Law Director Dubelko, Safety Director Terbrack, Mayor O'Grady, and guests. <br />• Ordinance 2006-137, a transfer ordinance. Councilman Ryan, sponsor of the <br />ordinance, requested the tabling of this ordinance. After discussion, the <br />committee unanimously voted to remove the ordinance from committee and <br />place on the agenda to be tabled. <br />• Ordinance 20(}6-138, a transfer ordinance. After a detailed explanation of all <br />transfer items by the Finance Director, and a subsequent discussion by the <br />committee, the committee unanimously voted to ask for approval by Council. <br />The committee also unanimously voted to ask for suspension of the rules for <br />passage of this legislation. <br />2) At the Council meeting of August 1St, Councilman Talton was pleased to read the <br />report from the Finance Director who was unable to attend in person. In that report, it <br />was stated that the Auditor of State, the Honorable Betty Montgomery, personally <br />presented the Auditor's Award for the 2004 audit. He wants to publicly acknowledge <br />Carrie Copfer and her department for this prestigious commendation. <br />Councilman Miller made a motion to amend Ordinance 2006-138 as presented in caucus. <br />The motion was seconded by Councilman Ryan and passed unanimously. Councilman <br />Miller, per the Finance Committee, requested the legislation be passed this evening under <br />suspension of the rule. <br />Councilman Barker, Chairperson of the Recreation, Public Parks & Buildings <br />Committee: 1) The committee met on Wednesday, August 9. Present were members <br />Barker, Jones and Gareau; Council Members Kennedy, Miller, Ryan, Orlowski and <br />Talton; Mayor O'Grady, Law Director Dubelko and Safety Director Terbrack; attorney <br />Ron Russo representing T-Mobile and guests. <br />• Resolution 2006-140. Director of Community Life Services John Dailey advised <br />he wanted to table this resolution because it was decided by Springvale to wait <br />until next year to purchase a surround flex deck lawn mower. The committee <br />voted unanimously to recommend the legislation be tabled. <br />• Ordinance 2006-139, an ordinance to authorize the Mayor to enter into a site lease <br />between T-Mobile Central and Cingular Wireless to collocate on the monopole <br />cellular tower at Claque Park; and further authorizing the Mayor to enter into a <br />ground lease with T-Mobile Central to permit additional area for <br />telecommunication equipment and declaring an emergency. T-Mobile will be <br />adding less than 25% of the present footpath of the compound at Claque Park. <br />They will also be adding an 8-foot vinyl fence tan in color around the present <br />compound replacing a 6-foot chain link fence.
