Council Minutes of 8/15/2006 <br />gravel drive leading from the parking lot to the compound, and they will install <br />mounded landscaping with trees along the northern and western boundaries of the <br />compound. T-Mobile is making an investment of over $30,000 to upgrade this <br />area. Our Planning Director, during the negotiations, suggested these <br />improvements. Mr. Russo said that we should be very proud of our Planning <br />Director for the job that she is doing. The city will collect $400 a month from <br />Cingular and $400 a month from T-Mobile during this contract. The proceeds are <br />split as follows: 75% to the Recreation Fund; 25% to the Economic Development <br />Fund per Ordinance 2005-75. Many questions were asked and good points were <br />made by all of Council. This contract will be signed by the administration and <br />has been reviewed by Planning, Building and Law Departments. It is the <br />responsibility of the committee to approve this legislation with the understanding <br />that the administration will negotiate a good contract for the city. The committee <br />unanimously voted to approve the legislation. <br />2) The Recreation Commission met Monday, August 7, at 7 p.m. The discussion was the <br />upcoming Recreation Master Plan meeting August 17 at the High School cafetorium at 7 <br />p.m. The purchase of the new Recreation software and financials of the Recreation Dept. <br />were also discussed. The new software is the Rec Trac Softwaze being purchased from <br />Vermont Systems at the cast of $30,040. Overview of this softwaze is that it applies to <br />most recreation and park operations. It can be used to manage community centers, parks, <br />sports complexes, tennis and racquet clubs, marinas, golf clubs, senior centers, youth <br />centers, ice arenas, pools, sports leagues, day camps, and any point of sale applications. <br />The Recreation Center will be using the Activity Registration, Facility Reservation and <br />Pass Management. This will help with membership cazds and city ID's. This new <br />system should help in taking less time for registrations and track activities a lot faster and <br />more efficiently. Surrounding azea recreation centers use this software and have offered <br />help to North Olmsted in setting up and running this new software. Commissioner <br />DiSalvo and Assistant Commissioner Drenski are very excited about this new addition <br />and feel it will be very helpful. Financially, the Recreation Center is on track and, <br />without any unforeseen circumstances, it should be a good year. The enrichment <br />program, has been a tremendous success. One of the line items in the transfer ordinance <br />will provide more money for payroll for the enrichment program staff to balance the <br />increased activity of that program. More staffing is needed because of the higher <br />enrollment. <br />3) On Saturday, August 12, he had the privilege of being invited to the first annual <br />Deerfield Civic Association's Children's Olympics. This was a very well organized <br />event where about 60 children participated in various competitions. Food and beverages <br />were provided and sponsorships included organizations such as Sky Bank, Nepost, <br />Kellogg's and Buckeye Lanes. It was a beautiful day and everyone had fun. Thanks to <br />Mr. Groden for the invitation and hopefully the event will continue every year. <br />4} A good friend and former colleague of all was named Democrat of the Year last week, <br />and he would like to publicly congratulate Mr. George Nashaz. In his opinion, a more <br />deserving person could not have been chosen. <br />With respect to the report on Ordinance 2006-139, Councilman Gazeau noted, when they <br />went through the particular type of improvements, they mentioned a 3 foot mound with <br />15 foot on center spruce trees. He believes they were 6 to 8 feet in height. An 8 foot <br />vinyl tan enclosure will be used, and these are put forth in the amendments to the <br />9 <br />
