The issue of the type of fencing--chain link versus vinyl-remains outstanding. <br />~: He suggested it might be best to allow a third party, the Planning & Design Commission, <br />to take a look at it. Mayor O'Grady said he agreed with the idea of a third party and felt <br />it would be the Chief of Police. The administration and Council believed that the vinyl <br />fence is more attractive and would shield the appearance of unattractive structures. But <br />the Police Department's concern is safety and visibility-that young people might get <br />behind there and find a place to hide and be up to no good. Based on that <br />recommendation, he would like to move forward. Whether it's a chain link gate or a <br />chain link front side, he would still like to defer to the Chief of Police despite the fact that <br />there maybe motion detectors inside. Councilman Gareau said he was not sure, when the <br />police gave their recommendation, they were aware of the motion detection devices <br />within the compound. On the issue of safety, the T-Mobile representative made it clear <br />that there was no actual physical electrical danger from this facility. A chain link fence <br />might make it easier to get into the compound <br />Councilman Miller commented, although he understands the code does not require <br />notification of abutting property owners, he feels it may be appropriate to notify them in <br />the event they have some thoughts about the fencing around the T-Mobile facility. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The meeting was held on Wednesday, August 9, 2006, immediately following the <br />Recreation Committee. In attendance were committee members Orlowski, Talton and <br />Barker; all Council members; Law Director, Safety Director, Mayor; Mr. Bums, <br />Chamber of Commerce representative. Discussed was Ordinance 2005-158, an ordinance <br />amending Section 555.03 of Chapter 555 (Noise Control) of the General Offenses Code, <br />entitled "Specific Prohibitions," in order to regulate snow storage operations on <br />commercial property located near residences, as amended. Avery spirited discussion of <br />the merits of the ordinance ensued, with clarification of what the ordinance is comprised <br />of. Mr. Dubelko spoke on the square footage parameters contained in the ordinance. The <br />subject of storage of salt and property owner rights was discussed. The committee was in <br />favor of Mr. Dubelko's amendment which is: and/or the addition or removal of materials <br />from such piles or the relocation of such piles. This basically includes the loading and <br />movement of salt. The committee recommended 2-1 to Council for adoption with Mr. <br />Barker dissenting. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) An update on streets: The Service Director informed her that the asphalt overlays are <br />complete, patching is continuing throughout the city and cracksealing is currently taking <br />place on last year's road replacements in North Park Estates and Sandy Ridge. The street <br />assessment study is a task that will be performed by the engineering firm that will be <br />hired by the administration, and Service Director Limpert said the street study will be a <br />priority for this engineering firm. <br />2) The Fair Housing Review Board is gearing up for Homecoming, and information will <br />be available at the city's table. The board is also going to be participating in the Housing <br />Fair to be held at the Senior Center on September 20. <br /> <br />10 <br />
