Council Minutes of 8/1/2006
~ prepare a new type of cuisine, Middle Eastern. It should be an interesting
establishment. At the same time, the Krobaz goes out, which is another good
thing. Roll call continued: Miller, yes; Barker, yes; Jones, yes; Ryan, abstain for
personal financial reasons. He has not received any direct money or
compensation. The owners sought him out and wished to retain him as their
attorney, but he turned down the offer. The motion passed with six yes votes and
one abstention.
Council Member Jones, chairperson of the Fair Housing Review Board: 1) The Board
will hold a special meeting Thursday, August 3, at 7 p.rn., as there was no quorum for the
last regularly scheduled meeting. The members who were in attendance had the
opportunity to meet the new Assistant Law Director. She has an amazing depth of
knowledge about housing issues, and she is a great asset to the city.
2) Attended the Fair Housing Policy Conference sponsored by HUD, an exciting
conference which was a great opportunity to bring back knowledge about housing issues.
It included many hours of learning about housing issues, and there were some exciting
components to it, such as the predatory lending issues that we see so much of here in
Ohio. Citizen education regarding fair housing and also disaster relief as it pertains to
housing in the wake of Hurricane Katrina were also discussed.
3) She related some good personal news as her brother just returned this weekend from
service in Iraq. Thanks to everyone on Council and those in the community who showed
so much support to her family during this past year while he was serving his country.
They are very proud of him and very happy he is home.
AUDIENCE PARTICI~ATItJN
John Davis, 5862 Barton Road, said he was at the meeting as a resident and former city
employee (fire fighter) to speak about his concerns with the administration wasting
taxpayers' dollars on black and white issues. (Mr. Davis distributed documents to
Council Members.) One example he is presenting is his attempt to get his rightful
compensation without wasting his own money and taxpayers' dollars. He tried to solve
this matter on his own but was told by the Fire Chief to hire an attorney. The Law Dept.
and Mayor will only speak to his attorney about the matter, which drives up the costs and
he is trying to solve this misunderstanding in the least costly manner. His case has to do
with his on-duty injury compensation per Article 16.1, 17.4, 17.5, 12.5, 25.2, 16.3. Also,
Articles 11.3 and 11.4 pertain to finalizing his sepazation pay from the city. On January
9, he sustained an on-duty injury while answering a 911 call. Per Article 16.1, he was
assigned light duty. He did not receive the correct compensation of wages for days in
January, February, March and April of 2QOb as he should have received full pay while on
light duty due to an on-duty injury. Also, he lost sick time due to the on-duty injury as he
was charged 62 hours of sick time when Article 16.3 clearly states any employee shall
not have his accumulated sick time reduced because of accidental injury or illness while
in the line of duty. Last, in his separation payment, seven months of clothing credit was
withheld instead of crediting him five months of clothing credit owed to him on
retirement. The city should stop wasting taxpayers' dollars fighting black and white
~~ issues and just do the right thing.
6
