Council Minates of 8/1/2006 <br />present emergencies are an exception to competitive bidding. Councilman Tallon moved <br />for adoption, and the motion was seconded by Councilman Barker. Ro11 call: Tallon, <br />yes; Barker, yes; Miller, yes; Ryan, no; Gareau, yes; Jones, yes; Orlowski, no. The <br />motion passed with five yes votes and two no votes. Ordinance No. 2006-114 adopted. <br />Ordinance No. 2006-115 introduced by Mayor O'Grady on behalf of himself and Council <br />Members Barker and Tallon was given its third reading. An ordinance providing for the <br />submission to the electors of the City of North Olmsted of an amendment to Article VIII, <br />Section 6 of the Charter of the City of North Olmsted to permit purchases from the state <br />purchase program to satisfy the Charter requirement of competitive bidding and award of <br />contract. Councilman Barker moved for adoption, and the motion was seconded by <br />Councilman Gareau. Roll call: Barker, yes; Gareau, yes; Orlowski, yes; Tallon, yes; <br />Ryan, no; Miller, yes; Jones, yes. The motion passed with six yes votes and one no vote. <br />Ordinance No. 2006-115 adopted. <br />Ordinance No. 2006-137 was introduced and placed on first reading by Councilman <br />Ryan. An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 3 1, 2006. <br />Ordinance No. 2006-138 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2006. <br />Ordinance No. 2006-139 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Mayor to consent to a site lease between T-Mobile Central; <br />LLC and Cingular Wireless LLC (FKA AT& T Wireless PCS, Inc.) to collocate on the <br />monopole cellular tower at Claque Park; and further authorizing the Mayor to enter into a <br />ground lease with T-Mobile Central, LLC, to permit additional area for <br />telecommunication equipment, and declaring an emergency. <br />Resolution No. 2006-140 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Community Life Services to advertise for bids <br />for one (1) new trim and surround flex deck mower for Springvale Golf Course in the <br />City of North Olmsted, Ohio, as detailed in the specifications on file; further authorizing <br />the Mayor to enter into a contract with the lowest and best bidder for said mower. <br />Resolution No. 2006-141 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution accepting a grant from the Ohio Public Works Commission for the <br />reconstruction of Great Northern Boulevard from NOMBL Lane to Country Club <br />Boulevard, authorizing the Mayor to enter into a project agreement with the Ohio Public <br />Works Commission setting forth the terms and conditions of the grant, and declaring an <br />emergency. Councilman Miller moved for suspension of the rules requiring three <br />readings and formal committee review, and the motion was seconded by Council <br />Member Jones. Roll call: Miller, yes; Jones; yes; Orlowski, yes; Ryan, yes with <br />comment that many times Council has to make hard decisions. This is a situation where <br />~ the city has to come up with a lot of money for a road constantly used by our citizens. <br />
