Council Minutes of 6/20/2006
agreed to take this into consideration. Briefly discussed was the outside storage
of salt and the location of storm water drainage in relation to any exterior storage
of salt. (Mr. Terbrack agreed to set a meeting date with Mr. Hartman of
Developer's Diversified Realty, himself, Mr. Orlowski and any interested
members of Council or residents. The tentative date agreed on was Monday, June
19, 2006 at 10 a.m.) Mr. Orlowski believes this is a very workable location for
the storage of salt, snow plows and related equipment. It also gives the residents
in close proximity to the retail stones some relief form the noise. A two-page
letter from Mr. Sees, a County Ciub condo owner, was received. He expressed
his interest in resolving along-standing problem with noise and odors from the
strip shopping center. (All members of Council and the Safety Director have
received a copy of the letter.) The committee voted unanimously to hold this
ordinance in committee. On Monday, June 19, 2046, the meeting was held in Mr.
Terbrack's office. In attendance were Mr. Terbrack, Mr. Hartman of Developer's
Diversified Realty, Council Members Orlowski and Tallon. The issues of
common delivery doors, arrangement and placement of dumpsters and the actual
dimensions of the rear truck delivery area were discussed. These were the same
issues discussed at the committee meeting of June 13, 2006. Early in the
conversation, Mr. Hartman stated he was not going to move the salt pile, snow
plows or location for the equipment far snow removal. He would reiterate this
message several more times during the discussion. Mr. Hartman was very
concerned with keeping the salt storage away from the retail buildings. Mr.
Terbrack was interested in how or if dumpster placement, delivery doors and
distance from truck to delivery door were part of a tenant's lease and if this would
impact the issues heing discussed. Mr. Hartman stated he would need to check
the wording of all the tenants' leases. The size and number of plows/salt
spreaders was discussed. Mr. Harman suggested an azea in front of the retail
stores close to the ring road and in front of Catherine's woman's stare. Mr.
Orlowski stated the only way he was interest~i in this site would be because it
was very removed from the residential neighbors. Mr. Hartman also mentioned
the parking area east of the old Kronheim's store, which is next to an open grassy
area. Mr. Orlowski was not interested in this azea if it meant the salt pile would
be placed on the grass as was earlier indicated. He stated that this parking area
may well be a good location, as few vehicles park there-usually retail employees
during the peak Christmas sales season. Mr. Terbrack asked if a vinyl fence could
be erected to screen the salt, plows and equipment. Mr. Tallon brought the
conversation back to the Dallas Shoe Warehouse area which was the point of
discussion. Mr. Tallon prevailed with a level head and suggested Mr. Hartman
consider and try the Dallas Shoe Warehouse area for at least one year to see how
workable this azea can be as a staging area. Mr. Tallon suggested a na stockpiling
of salt on the premises ordinance may be in order. In this way, the snow removal
company would bring the salt to the strip center each time it was needed. Mr.
Hartman agreed that this would be a good arrangement. Mr. Hartman stated he
would discuss the issue with the vice-president of the company and the snow
removal company and will get back to the city.
11
