Council Minutes of 6/20/2006 <br />keeps going this way. Thanks to Mr. Young for his good job and to Mr. Dailey as <br />Springvale is now under his directorship. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on June 13, 2006. In attendance were committee members <br />Orlowski, Talton and Barker; Council Members; the Assistant Law Director, Mayor, <br />Safety Director, Service Director, Finance Director, Mr. Burns the Chamber of <br />Commerce representative and guests. Agenda items: <br />Ordinance No. 2005-158, an ordinance which provides for prohibition of certain <br />specific activities that create unreasonable noises in or near residential properties <br />in order to regulate snow storage operations on commercial property located near <br />residences. Mr. Hartman of Developer's Diversified Realty was unable to attend <br />due to a prior commitment. Present were several County Club Condominium <br />residents and officers of the Association. They expressed their interest in moving <br />the salt pile and snow removal equipment to a different location which would be <br />further than 30-50 feet from residents' homes. It was mentioned that the snow <br />removal company leaves equipment running all night long, regardless of whether <br />it is being used to load salt or any other purpose. The residents felt that the noise <br />and odors from delivery trucks and related snow removal equipment has an <br />adverse affect on the value of their condominiums. Councilman Orlowski <br />presented a drawing detailing the rear retail buildings at the east end of the strip <br />shopping center. Photographs of the section to be discussed were provided for <br />visual clarification. Dimensions of the parking/receiving area behind and next to <br />Dallas Shoe Warehouse, Sally Beauty, Holevmb's, Pier One and Bed, Bath & <br />Beyond were detailed. A small alcove behind Holcomb's was menrioned. This is <br />a covered area with retail building walls on three sides. The area is 25 feet deep, <br />16 feet wide and 11 feet high tv the bar joists. The area required for salt, per Mr. <br />Hartman, is approximately 9 feet x 16 feet x 8 feet high. This area would, with <br />some modifications, easily contain his salt requirements and possibly some snow <br />removal equipment. If a common backdoor corridor were developed, such as at <br />the Great Northern Mall, Holcomb's, Sally Beauty and Dallas Shoe Warehouse <br />could access the same truck dock and/or a common man door for deliveries. This <br />would free up access to the alcove for other purposes. The length and width of <br />both areas east and west of the truck dock were discussed. Also discussed was the <br />number of dumpsters and the placement and configuration of the dumpsters. The <br />proper placement of the dumpsters could create a large amount of open space in <br />the back delivery area. Safety Director Terbrack was concerned about the echo <br />effect of this indentation of the strip center. While this may be a viable concern, <br />the area in question is approximately 1,000 feet from the front wall line, that <br />would be from the very southern portion of the buildings at Bed, Bath & Beyond, <br />and it was approximately 1,000 from the front wall line of the Victoria Plaza <br />apartments. This is in contrast to 30-50 feet from condominiums behind the <br />Mare's, Comp USA, Radio Shack area, and this is estimated from the property <br />lines. Mr. Burns was concerned with the square footage in the ordinance. He felt <br />an increase to 75,000 or 100,000 square feet would be more appropriate. It was <br />10 <br /> <br />
