Council Minutes of 6/20/2006
• Mayor O'Grady, who had previously stated the city would have no costs
~„ associated with the Career Fair, noted that the city did pay the cost of a light
breakfast for the set-up people and the employers who participated.
Community Life Service Director Dailey came forward and informed Council that the
city did not actually expend money for the breakfast. The cost was paid through
donations to the Community Life Services Fund as it was felt this was a very worthwhile
cause.
Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The
committee met at 7:15 p.m. this evening. The Charter Review Commission had
submitted a report on the proposed Charter amendments. As to Ordinance No. 2006-86,
the Commission voted 5-1 to not recommend that this be placed before the voters for
their approval. As to Ordinance No. 2006-114, the Commission unanimously
recommended the ordinance be placed before the voters. As to Ordinance No. 2006-115,
the Commission unanimously recommended the ordinance be placed before the voters.
The Intra-Governmental Relations Committee unanimously voted to hold Ordinance
2006-86 in committee. The committee voted 2-l, with Councilman Ryan casting the
dissenting vote, to recommend passage of Ordinance 2006-114 to Council and placing
the ordinance before the voters. The committee voted 2-1, with Councilman Ryan
casting the dissenting vote, to recommend passage of Ordinance 2006-115 to Council and
placing it before the voters.
Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee:
1) The Recreation Committee met on June 13. Present were members Barker, Gareau,
Dailey Jones; Council Members Miller, Orlowski and Ta11on; Mayor O'Grady, Service
Director Limpert, Assistant Law Director O'Malley, Community Life Services Dailey;
Human Resources Director Farver, Planning Director Wenger, Engineer Raig. The
committee met with Springvale Manager Marty Young to discuss the 2005 year-end
report and the January through May, 2006 status. Springvale paid the debt service, the
administration fees, of approximately $55,000; all operating expenses from 2005; and
had a carry-over into January of approximately $6,582. The January through May report
is also looking good for Springvale. Revenue for golf is up 4% over projection, the
ballroom is up 7% over projection with a 3 '/~% increase overall of total projection. It is
hoped golf will stay up and, of course, that is based on the weather. The ballroom may
be down the second half due to economic conditions. But, according to Mr. Young, it is
all over-not just Springvale. Marketing was mentioned, and Mr. Dailey spoke to that
stating they had an agreement with WMMS and that was providing free advertising. Mr.
Young mentioned the schools and other venues, and it all seems to be working and it is
always being looked at. The question was brought up concerning some clean-up issues
throughout the course. Mr. Young said it was being addressed. With the ground finning
up, trucks will be able to get into the areas and haul away debris. Fill dirt is being
brought in from the Clague Road project, and that will be used to fill in some low areas
around the course. He also mentioned that a memorial is being finished in memory of
Mr. Jeny Ludvik, and the dedication will be July 9. This was one of the most favorable
reports that he and other members of Council have heard in a long time. Hopefully, it
9
~a,,~.
