Council Minutes of 6/20/2006
Council for their cooperation on that and the continuing reorganization of our city
government.
10) The selection committee will soon present their recommendations on the rate and
operational study for the WWTP. That recommendation will be coming forward soon to
the Board of Control.
11) Sixteen proposals were received yesterday for engineering services for the City of
North Olmsted.
12) He attended the antique car show fundraiser at Frostville Museum on June 11. The
city was represented by our 1951 GMC Motorcoach. This vehicle was a great hit, and it
has become a great ambassador for our city.
Councilman Barker inquired about the process for any rate increase suggested by the rate
and operational study. Mayor O'Grady said he would not make the presumption that the
rate and operational study will absolutely bring an increase forward. It is not something
that the administration would do without Council involvement. He has previously stated
that, before an increase in taxes of any kind, he will do everything in his power to make
our city more efficient, specifically in this case the WWTP more efficient. The
operational aspect of that study is going to be a key importance. It's his sincere hope we
find greater efficiencies and avoid the need for any type of a rate hike.
Councilman Barker commented regarding the recent rain storm that he had one a-mail
from a resident in Deerfield who had a water problem. He called Mr. Limpert who sent
out Mr. Binggeli. Thank you to them for their quick response to the resident's complaint.
Councilman Gareau commented that he had been communicating with the Service Dept.
for a period of time now about the condition of the overpass on Stearns Road. The debris
on the island continues to accumulate. It appears that nobody has cleaned it up since he
brought it up to the former Service Director. The concrete, rocks and debris are unsightly
and present a very attractive target for someone to pick up a piece of rock and throw it
over the edge. He would like to see the area cleaned up. Service Director Limpert came
forward and said the area has been cleaned several times, but the debris seems to keep
growing. The crews will go out again and sweep, clean it up and remove items. It is in
deplorable shape, and it is falling apart. He understands that the overpass will be
reconstructed within the Stearns/Crocker project taking place next year. Councilman
Gareau suggested that the cleaning needs to be done by a physical crew to sweep off the
top and to gather up the chunks of debris. A street sweeper cannot ride up on the island
to get all the debris. Mr. Limpert said he would take care of the area.
Law Director Dubelko: 1) Thanks to members of Council, members of the
administration, and citizens for the expressions of condolence and support in the recent
passing of his father. He was a wonderful father and a wonderful grandfather, and he
misses him.
2) Litigation report: Anew case of Elm Street Properties v. City of North Olmsted. This
case will be handled by the Law Department, presumably with support from insurance
defense counsel.

3
