Council Minutes of 6/20/2006 <br />Councilman Tallon commended Finance Director Copfer on the excellent job she did <br />with the bond issues. She put a lot of time and effort into the process. Mrs. Copfer <br />expressed her thanks and said she appreciated Council extending the time period to <br />provide flexibility. <br />Council President Kennedy reported on the Committee-of-the-Whole meeting: 1) The <br />committee met on Thursday, June 15. Present were Councilpersons Kennedy, Gareau, <br />Barker, Orlowski and Miller who discussed a special permit to add to anon-conforming <br />residence at 23918 Frank Street owned by Kevin and Elaine Muche. The project is to <br />essentially enlarge their kitchen. All comments from Council were positive, noting the <br />homes built on that street years ago had extremely small kitchens. It was also Hated that <br />the Muches lived in the house for over 30 years and were currently taking care of Mrs. <br />Muche's father who is subject to a wheelchair. The proposal had been unanimously <br />approved by the Board of Zoning Appeals. After a brief discussion, the committee <br />unanimously recommended approval of the special permit. Councilman Gareau moved <br />to approve the special use permit for the Muehe residence on Frank Street. The motion <br />was seconded by Councilman Miller and passed unanimously. <br />Councilman Miller, chairperson of the Environmental Control Committee. 1) The <br />committee met on Thursday, June 15, to discuss Ordinances 2006-123, 2006-124 and <br />2006-112. <br />• Ordinances 2006-123 and 2006-124 were discussed jointly. Both ordinances <br />addressed the issue of allowing storm water to freely flow over ground services of <br />non-residential property after gathering in storm water detention or retention <br />systems. The major critical difference between the two ordinances is the issue of <br />who should have the final authority to grant such a system. Ordinance 2006-123 <br />places that responsibility in the hands of the City Engineer, while Ordinance <br />2006-124 places the responsibility in the hands of Council after review and <br />recommendation or approval of the City Engineer. It was pointed out that both <br />may conflict with existing ordinances requiring storm water to be channeled to the <br />city's storm water system. Also discussed was the issue of permission and the <br />notification of affected property owners. By a vote of 2-0, both ordinances were <br />held in committee to allow the sponsors and the Law Dept. to review those issues. <br />• Ordinance 2006-112, a follow-up to a previously held committee meeting on the <br />ordinance. Council received a response from the County Solid Waste District <br />regarding Council's question of costs. Distributed were a graph and table which <br />indicated based on tonnage hauled in 2005 that the increased costs to our city will <br />be approximately $8,135.24. This cost will be charged by the waste hauling <br />company who receives the next contract. That cost, of course, will be absorbed <br />by the residents. It was requested the city look closely at retrieving income <br />derived from recycled items. By a vote of 2-0, the committee recommended <br />passage. Due to time restraints, this item will be considered for passage tonight <br />under suspension of the rule. <br /> <br />5 <br />
