Council Minutes of 6/20/2006 <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee. <br />1) The BZD Committee met on Tuesday, June 13, 2006. Present were committee <br />members Gareau, Miller and Orlowski; Council members Barker, Dailey Jones, and <br />Tallon; Mayor O'Grady, Assistant Law Director O'Malley; Planning Director Wenger, <br />City Engineer Raig, Service Director Limpert, Community Life Service Director Dailey <br />and Human Resources Director Farver. Agenda items were as follows: <br />• Taco Bell, 24247 Lorain Road. The proposal consists of demolishing the <br />existing facility and constructing a new Taco Bell on the current site. The <br />proposed new building will be constructed with stone, brick EFIS and glass. <br />Planning Director Wenger demonstrated to the satisfaction and benefit of <br />Council where the project started out versus where it ended, and that is a result <br />of the procedure she has implemented to meet with applicants on a preliminary <br />basis in the beginning and to go over the pmject and to try to rework it to a point <br />that it's best for the city. The original proposal was drastically different than <br />what was approved and sent to Council. The result through her work is a <br />contemporary and attractive building. The applicant incorporated atoned-down <br />color combination of various earth tones, which certainly improved the structure. <br />The primary building materials will be stone and brick. EFIS will be used in the <br />entrance elements and banding around the top of the building and in accent <br />panels. It should be noted that existing trees will be preserved along the south <br />and east property lines, though some will be replaced with potential new <br />vegetation. Anew tan vinyl fence will add to the buffering along the rear <br />property line to the south. A hedge on the west property line will be replaced <br />with a new landscaping buffer. Additional new landscaping is proposed amund <br />the building and around the ground sign. The applicant proposes four pale lights <br />and a number of decorative sconce building lights. The pole fixtures are a <br />shoebox type and full cut-off messed lighting. The applicant also indicated that <br />shields will be installed to prevent light spill onto adjacent residential properties <br />as it is a very small lot, and the properties are fairly close. The is an existing <br />non-conforming pole sign which will be removed. Two ground signs are <br />proposed including one identification sign and a menu board, which is required <br />for normal operations. The south fagade will contain wall signage including the <br />Taco Bell logo and the bell symbol. The committee brought up and discussed <br />two specific issues: The inclusion of trash receptacles on the exterior of the <br />property; Mr. Miller brought forward the idea that the loudspeaker be pivoted so <br />as to direct the communications for the drive-through away frarn the residential <br />area. These issues were brought to the attention of the applicant who made the <br />following changes: On the western edge of the property, two trash recept~les <br />will have plantings around them to give further screening; the loudspeaker will <br />be rotated 45 degrees to direct the sound away from the residential area. The <br />committee, upon presentation, unanimously recommended approval of Taco Bell <br />at 24247 Lorain Road subject to the recommendations of the various boards of <br />commissions and further subject to the inclusion of the ,now presented trash <br />receptacles and the rotation of the sound speaker away from the residential <br />properties.
