Council Minutes of 6/20/2006 <br />proposal for Taco Bell, 24247 Lorain Road, subject to the recommendations of <br />the city boards and commissions and also to include the presented trash <br />receptacles and the rotation of the sound speaker away from the residential <br />properties. The motion was seconded by Councilman Miller. Roll call: Gareau, <br />yes; Miller, yes; Ryan, yes; Tallon, yes; Orlowski, yes with comment that he still <br />did not like the pink and purple bell. Roll call continued: Barker, yes; Jones, <br />yes. The motion passed unanimously. <br />• Welcome House, 29776 Lorain Road. Several meetings ago, the Welcome <br />House site plan was approved by City Council. However, the issue concerning <br />storm water management was bifurcated from the proposal. As it currently <br />exists, there is no storm water sewer on Lorain Road that services any of the <br />relevant parcels that are going to be developed or currently in use, nor is there <br />any storm water outlet to the rear of any of the parcels. Therefore, the applicant <br />came forward and requested a variance from City Council to outlet water over <br />land. This is not unlike what was recently done for the North Olmsted Fire <br />Station which is several parcels to the east. Metroparks land is to the north, and <br />the Metroparks approved and are willing to accept storm water that would flow <br />from the parcel back into what is now a wetlands area. They seemed to be <br />pleased that would replenish and keep their wetlands in a natural condition. The <br />request, therefore, was for a variance from the city storm water code. The <br />committee asked several questions. Mr. Orlowski requested information <br />concerning the distances between the outlet and the rear property line so as to <br />ensure the water did not fan out and spread onto other adjacent properties in an <br />unintentional way. However, it was indicated the outlet would be fairly close in <br />proximity to the property line, thus ensuring that the water will actually make it <br />to the Bradley Metroparks, or at least stay on the property. The committee, after <br />discussion, unanimously recommended approval of the storm water variance for <br />Welcome House at 29776 Lorain Road. Councilman Gareau moved that <br />Council approve the storm water variance for Welcome House, 29776 Lorain <br />Road. The motion was seconded by Councilman Barker and passed <br />unanimously. <br />2) A BZD Committee meeting was held this evening at 7 p.m. Present were committee <br />members Miller, Orlowski and Gareau; Council President Kennedy and Council <br />Members Barker, Tallon, Dailey Jones and Ryan; Planning Director Wenger, Law <br />Director Dubelko and Safety Director Terbrack. The following was discussed: <br />• Cingular Wireless, 6881 Barton Road. The proposal consists of co-locating an <br />antenna on an existing utility tower located within a CEI easement area. An <br />equipment cabinet is located next to the tower. This is just past the I-480 <br />overpass on Barton Road. There is the CEI right-of--way, and there is actually a <br />cellular tower that goes right up the side of one of the power towers. It blends <br />into the point that it is very difficult to see. This was originally envisioned by the <br />city when the city passed the telecommunications overlay district. It was <br />preferred, if we were going to have these towers everywhere, why not locate them <br />in an area where there is already a tower. That was apre-existing tower, and this <br />is a co-location request. The Zoning Code requires the equipment shelter be <br />7 <br />
