Council Minutes of 6/6/2006 <br />said that might be worked out, and Council requested that a ditch work update be <br />provided in order to see where the department is regarding that work before something <br />like moving people is considered. Council encouraged the administration that, when the <br />streets are reviewed by an outside expert, a plan be created to address the street repair <br />situation head-on and also because the city has a limited amount of resources. Along the <br />same note, Council encouraged the administration to continue to work with the county <br />and state on repairing streets and finding other sources of income in order to accomplish <br />this task. The streets tour was an excellent way for Council Members to be brought up- <br />to-date on some of the street work that is currently in progress and also to see different <br />areas in the city that need work. Thanks to Service Director Lirnpert for accompanying <br />Council on the tour and offering his insight on these issues, to the members of Council <br />for joining the Streets & Transportation Committee on this tour and sharing their <br />experiences with the committee, and to the bus driver, Bill Miller, a former NOMBL <br />employee, who expertly drove through the city neighborhoods. <br />AUDIENCE PA~TI~IP.~._T~N <br />Charles Dial, 27959 Gardenia, said he agreed with Mr. Ryan's thoughts on the Rocky <br />River Court. He feels the court should be able to come up with a proper query to extract <br />the requested information. <br />Melissa Meredith, 4491 Williamstown Drive, spoke on behalf of the residents of Fine <br />Ridge development who have had some issues with Suburban Collision Center. The <br />business moved two paint booths which were at the Dover Center location over to the <br />Brookpark Road extension. The residents objected to the move. They objected at the <br />Planning Commission stage, at BZA, at BZD, and to City Council. Chief among the <br />objections was the odor and fumes omitted would cause problems and a nuisance to the <br />residents. Suburban brought forth a panel of experts time and time again saying that the <br />fears were unfounded and there would not be any problem, there wouldn't be any noise, <br />there wouldn't be odor. That is not true. The fear was founded, and there is odor <br />numerous times throughout the week. After speaking to Council Members and the <br />administration, the residents put together a log of when problems have occurred during <br />the past six weeks. (Mrs. Meredith distributed the information.) The log contains <br />comments on bay doors open, strength of odor, temperature, humidity. When Suburban <br />did their testing, they did it on one day. Whether humidity and temperature has an affect <br />on it, doing a test on one day would not indicate that. She is not here to criticize people <br />who voted for it. She understands they did so because of the information from the <br />experts that was provided. At a BZD meeting, Councilman Barker had specifically asked <br />what the possibility of odors was when they left the doors open. They said it was very <br />low. He followed up by asking if someone were standing outside the booth as a car <br />pulled out, would that person smell the odor at all? They responded absolutely not, there <br />are no fumes at all. That is not the case. Councilman Gareau recently visited the site and <br />could verify there is an issue. The residents' goal is not to shut Suburban down, they just <br />want the odors to stop. They have tried working with Suburban and with the city, but <br />nothing has been accomplished. They are asking for Council's help and assistance as to <br />9 <br />~~~ <br />
