Council Minutes of 6/6/Z006
movement of this type during the restricted hours, considering this is a noise ordinance.
Also discussed was the relocation of the salt pile to a location further from the residential
properties. Many locations were discussed with most of them not being very practical.
Mr. Hartman stated his property contract with the tenants required that all snow be
removed by 7 a.m. Mr. Hartman estimated his average salt pile to be approximately an
area 16 feet x 9 feet x 8 feet high. It is covered with a tarp, which is currently held in
place with old tires. Mr. Burns, the Chamber of Commerce representative, suggested that
the committee consider the square footage requirements of the ordinance. It was agreed
to consider this issue at the next meeting. The committee agreed to hold the ordinance
for further review.
Council Member Dailey Jones, chairperson of the Streets & .Transportation Committee:
1) The committee met on Tuesday, May 30. The meeting started at 6:40 p.m. with a
street tour. Present were committee members Barker and Dailey Jones; Council
Members Gareau, Orlowski, Miller and Tallon; Service Director Limpert and guests. (A
complete list of streets toured is attached to the minutes.) First visited was Canterbury
Woods where the Service Director pointed out an example of where an asphalt overlay
was going to be put in this year. The group saw how the city was preparing the streets for
the overlay with slab repair being started. The tour continued onto Dryden and Shelley
which is slated to have crack repair work done next year, and on to Lydgate which is an
example of a street that the city had just marked out for slab repair. The repair of the
streets in Canterbury Woods will be finished next year. The group moved on to LeBern,
which 10 years ago had an overlay put down with the understanding that it was aone-
year fix. The tour continued to Walter Road where there is a terrible section of street
between Florence and Theresa. Council then viewed Claque Road and was impressed
with the progress that is being made on that street. On Elm, the group questioned why
there was not any sealant used when the repairs had been made recently, causing the
patch work to become undone already. The tour continued to Georgette and David and
the group also saw examples of streets that were repaired relatively recently and were
already broken up. The group saw Lauren Woods and Forest Woods developments and
the need for slab repair in that area. Numerous potholes were viewed at the
PorterBurns/Southern/Decker area and then also in the Westlawn/Oakdale area. The
tour concluded with a look at W~gewood, North Court and South Court where the city is
preparing to repair the streets this year. Back at City Hall at 8:24 p.m., the committee
met to discuss what had been seen during the tour. It was noted that all of the wards have
streets which need to be repaired. The overall sentiment of Council was that they can
clearly see the need for better maintenance of our streets once they are repaired. It is
disappointing to see something that the city invested so heavily in, our streets, in such
terrible condition after only a few short years after the repairs were made. It was also
noted that it was a shame that we were putting money back into streets that we had just
borrowed money for in order to repair them. The Service Director thanked Council for
the support that it had shown to the Service Dept. in its mission to repair our streets by
providing for things such as the crack sealer. He indicated that they are able to get a lot
more done. It was asked of the S~ce Director if there was a way to have employees
who were moved over to the WWTP in order to assist in the cleaning out of ditches to
also work with the crack sealer in order to catch up on the streets.
