Council Minutes of G/6/2006 <br />Committee. In attendance were committee members Tallon, Miller and Ryan; Council <br />Members Dailey Jones, Gareau, Barker and Orlowski; Finance Director Copfer, Service <br />Director Limpert, Safety Director Terbrack, Human Resources Director Farver, Mayor <br />O'Grady. Agenda items included the following: <br />Ordinance 2006-111, an ordinance to provide a professional negotiator for labor <br />negotiations. After a spirited and informational discussion, a motion was made <br />and passed 3-0 to recommend passage Council. <br />Ordinance 200b-113, an ordinance to expand the purpose for which monies can <br />be allocated from the HoteUMotel Tax Fund. After discussion, a motion was <br />made and passed 3-0 to recommend passage to Council. <br />Ordinance 2006-117, an ordinance for RFP's for audiovisual design to update and <br />upgrade the City Council chambers and Council caucus room. After discussion, <br />the motion was made and passed 2-1 to recommend passage to Council. <br />Councilman Barker, City Council's representative to the Recreation Commission: 1) The <br />Recreation Commission met on Monday, June S, 2006 at 7 p.m. <br />• Officially, the Recreation Dept. will be a division under Community Life Services <br />Dept. under Director John Dailey on July 1, 2006. <br />• The Independence Day Bike Contest, Parade and Picnic is scheduled for Tuesday, <br />the 4th of July beginning at 9:30 a.m. This event was officially designated last <br />year as anon-politicaUnon-commercial event. <br />• "Fun in the Sun" is a summer camp for children ages S-8 and 9-12. This camp <br />will run for S weeks with a theme every week and a field trip to mirror the theme <br />for that week. There will be two S-week sessions. The revised program is looking <br />to be very successful with 204 children already signed up. <br />• The ice show was successful again this year. It was suggested by some members <br />of the Commission that more advertising should be considered to make the event <br />even more successful than it already is. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on Tuesday, May 23, 2006. In attendance were committee <br />members Orlowski, Tallon and Barker; Council Members; Law Director Dubelko, Safety <br />Director Terbrack, Service Director Limpert; Mr. Jeffrey Hartman, the Regional Property <br />Mgr. for Developers Diversified Realty and Mr. Burns, the Chamber of Commerce <br />representative. The committee discussed Ordinance 2005-158, a noise control ordinance <br />involving snow storage operations on properties greater than 50,000 square fee, within <br />17S fee of a residential lot Line and between the hours of 11 p.m. and 6 a.m. Mr. Hartman <br />was interested in how this ordinance would affect his snow removal operations at the <br />Great Northern strip shopping center plaza. Prior to the meeting, he submitted a letter <br />which gave employee arrival and departure times for six stores. At a previous committee <br />meeting, Mr. Orlowski suggested that the hours of compliance be changed from 9 p.m. to <br />8 a.m. to 11 p.m. to 6 a.m. as a compromise to allow more work time, but still allow a <br />substantial amount of quiet time for the residents. There was considerable discussion <br />relating to the loading of salt onto snow removal trucks with regard to the aforementioned <br />hours. Most Council Members perceived the intent of the ordinance was to restrict <br />7 <br />
