Council Minutes of b/b/2006 <br />continued: Jones, no; Orlowski, yes, with comment. He was contacted by a Mr. Rose of <br />252 Tattoo. Mr. Rase attempted to persuade his vote by threatening to open a tattoo <br />parlor in Ward N if this vote passed. He would like to put on record that anyone who <br />can afford the rent in his ward can open a legitimate business. Roll call continued: Ryan, <br />no, with comment. Sometimes it's the responsibility of a Councilperson to stand up and <br />make a decision. He thinks the threat of a lawsuit or the threat of any type of action <br />should have no part at all in the decision to decide how Council wants this city to work <br />and the kind of business neighbors and the types of businesses they want in the city. <br />There is no question that this can be questioned on health reasons. Also, the <br />recommendation of the Law Director is not that Council cannot. He is recommending <br />that Council should consider doing it. But sometimes a Councilperson has to say no. <br />That's why he is voting no. Roll call continued: Miller, no, with comment. It's his <br />feeling that, after reviewing the information from the Law Department, this type of <br />business, though currently not classified, does place the residents' health safety and <br />welfare at risk, particularly as it applies to a cooling-off period. If this business was to be <br />permitted, he would prefer to see a time period between the time a particular design, <br />pattern, colors, etc. were chosen and the time that it was actually applied so the person <br />who may be there on a dare, maybe under some other outside influences, has the time to <br />rethink whether or not they want such a permanent fixture placed on them. Failing that, <br />he thinks it does place the health, safety and welfare of the resident at risk. So, he votes <br />no. The vote was tied at 3 yes and 3 no. President Kennedy was called upon to break the <br />tie: Kennedy, yes, commenting there is no one that's probably closer to this proposed <br />tattoo pazlor than his house. Mr. Wulff had answered all the questions completely, and <br />he seemed like a very honorable man. He is sure Mr. Wulff will run a good business. <br />The motion passed with four yes votes and three no votes. <br />Councilman Miller, chairperson of the Environmental Control Committee: 1) On May <br />23, the Environmental Control Committee met to discuss 2006-112, a resolution to adopt <br />the Solid Waste Management Plan for the County Solid Waste Management District, <br />which is a division of the County Flanning Commission. Because of requirements that a <br />management plan be introduced every five years that will result in waste reduction and <br />assure the adequate disposal capacity, educate residents, promote recycling and <br />composting, yard waste, and handling of household hazardous waste, this plan is before <br />Council. An informative presentation was made, and the exact impact of recycling issues <br />was made. There is no such thing as free trash pickup. What we don't recycle, that cost <br />for hauling, placing in landfills, disposing of according to various requirements, is a <br />burden that comes out of the General Fund. The more we recycle as individual residents, <br />the more money is left over for things like street repair and other needed city services. <br />The plan that was presented will involve a rate increase. The question asked after the <br />presentation was what is the specific impact the rate increase would have on this city. <br />The committee that made the presentation indicated they needed to get back to Council <br />with those numbers. They have done so.
