MINUTES (]kF TIIE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 16, 2006 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Dailey Jones, Miller, Orlowski, Ryan, Talton <br />Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President Kennedy called the meeting to order at 8:09 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmstal, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />Mayor O'Grady noted the minutes of the May 3, 2006 Council meeting did not identify <br />him in the report section. The minutes of the Council meeting of May 3, 2006 were <br />approved as corrected. <br />President Kennedy announced the following legislation would be considered for passage <br />under suspension of the rules: second reading, Resolution 2006-91, Ordinance 2046-93; <br />first reading: Ordinances 2006-96 through and including 2006-109, Ordinance 2006-110, <br />Ordinance 2006-116, Ordinance 200b-118. <br />REIPORTS <br />Mayor O'Grady: 1) The Lorain Road project bid opening is May 26. ODOT plans on <br />awarding the project the beginning o#' June with construction scheduled to start in the <br />beginning of July. <br />2) With regard to Ordinance 2006-56, the registered sex offenders legislation, he has <br />concerns with regard to the legislation and would ask Council to take his comments into <br />consideration when voting. It is his opinion there is questionable value to the citizens of <br />North Olmsted and believes it has the potential to open us up to litigation. It does not <br />address the concerns with repeat offenders. The legislation will move some people <br />around in our community. If there is a problem in our community, we are simply shifting <br />it from one area to another. <br />3) Resolution 2006-65, deals with city-sponsored events, and he had previously asked <br />Council to act in a timely manner on this legislation since the Memorial Day holiday was <br />coming up. It is a very straight-forward piece of legislation. It's good government; it <br />changes nothing in the way we do things. It simply removes a gray area and formalizes <br />these activities that we've done throughout the years as city events. <br />4) Memorial Day ceremonies will begin at 8 a.m. on Monday, May 29, with the flag <br />raising at City Hall.
