Councii Minutes of 5/16/2006
2) This evening, Ordinance 2006-93 was discussed in caucus and it was agreed to amend
it by removal of the emergency clause. The legislation will be passed under suspension
of the rule this evening to align it with its companion legislation, Ordinance 2006-84.
Councilman Ryan, chairperson of the Infra-Governmental Relations Committee: 1) He
previously submitted a written committee report, via a-mail, to the members of Council
and the Clerk and asked it be made part of the record. A digital recording and a tape
recording of the minutes have been filed with the Clerk. The written report is as follows:
"INTRA-GOVERNMENT COMMITTEE MEETING
DATE OF MEETING MAY 9,2006
Re: ORD. 2006-92
Meeting commenced at 6:15 PM by chairman Daniel J. Ryan alI members present.
Michael Gareau who introduced legislation Ord. 200b-92 indicated that he had chosen
August as the month to hold Homeowner Awareness mouth. This was done to permit
enough time to prepare and develop a program to carry out informing homeowners and
commercial businesses of what is to be performed by them in maintaining their property.
He is hopeful that activities can be developed working with the administration to educate
all citizens what the Statutes of Ohio and the Ordinances of North Olmsted require as to
maintenance of property. Hopefully it will educate the owners so that there can be a
lowering of complaints by citizens as to the condition of others' property, It is hoped that
even a roundtable could be held to discuss this issue. Often there is confusion as to what
repairs must be carried out by the owner to conform to our Ordinances.
Mr. Gareau continued. In Westlake this year they have out banners stating "Use Spring
to Clean Up". This is an example of what can be done to encourage our citizens to get
involved and make our City a better place to live. Often there is a lack of knowledge by
owners as to how to discard hazardous materials including tires and appliances. The
procedure to be followed to have the City remove these items is an example of what can
be done.
Mayor O'Grady complimented the effort. He encourage all to work with his
administration in carrying out such programs. He indicated that it must involve those
reporting to him who must carry out any program put in place. He would consider an
effort such as a mailing to better inform the citizens. Mr. Ryan indicate that he
appreciated the concern of the administration. He assured the Mayor that he and
hopefully his associates will take him up on his offer of cooperation.
Ms. Daily-Jones is in full support of such a program. She has noted that many of the
complaints she received are in the area of maintenance of property. At this time it is the
area that she receives most of her resident calls. She encourages such callers to contact
the City to both document the problem so that the City is aware of it.

11
;~~~:
