Council Minutes of 5/16/2006
consolidation plat and invoking deed restrictions. The motion was seconded by
Council Member Dailey Jones and passed unanimously.
• Great Northern Plaza (north), 26035 to 26437 Great Northern Shopping Center.
The proposal consists of replacing concrete sidewalks and relocating trees at
Great Northern Plaza. In 2005, Developer's Diversified made a minor change
request to replace colored concrete sidewalks on the very east end of the plaza
with a monotone concrete sidewalk. When it was stamped as color, it was
originally part of the approved renovation back in the late 1990's. Developer's
Diversified indicated the sidewalks were in poor shape-cracked due to heavy
water infiltration resulting from very poor installation. The request at that time
was approved. This year they made a similar minor change request to replace
additional sidewalks and also to remove and relocate 13 trees, which are currently
within the sidewalk area. The minor change was rejected due to the landscape
proposal to remove trees. This covers the plaza from Comp LJSA all the way
down to the point where there is abreak-through to Plaza South. The committee
was in agreement that the proposal to remove the trees would not be acceptable.
However, after discussion concerning cause and why the sidewalks had failed and
whose fault that was, the committee did vote to recommend approval of the
change of the colored concrete to a stamped concrete use. Councilman Gareau
made a motion to approve the proposal for Great Northern Plaza North, 26035 to
26437 Great Northern Shopping Center to replace the colored concrete subject to
the recommendations of the various boards and commissions. The motion was
seconded by Councilman Orlowski. and passed unanimously. The proposal to
remove the 13 trees is rejected, anti those 13 trees will stay there. If they are not
healthy, they will be replaced.
• Councilman Gareau noted the BZD Committee meetings are available on-line at
the city website.
Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on
Tuesday, May 9. In attendance were committee members Tallon and Miller; Council
Members Barker, Orlowski, Dailey Jones and Gareau; Law Director Dubelko, Finance
Director Copfer, Safety Director Terbrack and Ms. Allegro from the Youth Services
Dept. The following items were discussed:
• Ordinance 2006-91, an ordinance authorizing the Mayor to enter into a contract
with Thompson West to provide on-line legal services far the city's Law Dept.
After discussion, the committee unanimously recommended approval.
• Ordinance 2006-3, an ordinance to amend the compensation rates and salary
ranges to incorporate the transfers of the division of Youth Services from
Community Life Services Dept. to the Dept. of Public Safety. The committee
unanimously recommended approval.
• A brief recap of the Streets & Drainage Committee meeting which was held
earlier in the evening that was allocated to both the Finance and Streets
Committees. No final formal action was taken.

10
