Council Minutes of 5/16/2006 <br />,,~ the recommendations of the various boards and commission. Councilman Gareau <br />,~„ moved that Council approve the proposal for Fifth Third Bank subject to the <br />recommendations of the boards and commissions. The motion was seconded by <br />Councilman Orlowski and passed unanimously. <br />• Welcome House, 29776 Lorain Road. The proposal consists of a new group <br />home facility and site improvements. There are currently some group .homes in <br />that area for persons with special needs, and this is an improvement to that current <br />arrangement. Two homes that are part of the Welcome House currently exist on <br />two adjacent parcels. The applicant has purchased a third neighboring parcel and <br />proposes to demolish the home on this parcel and construct a new home to the <br />rear of the two existing group homes to create an environment where you have <br />multiple structures but relating to one another and the residents. The new borne <br />would house ten individuals, and the existing homes have six residents in one and <br />eight residents in the other. The individuals living within the homes are mentally <br />impaired and/or physically handicapped. The proposal will require a conditional <br />use permit for the new building. While the use is residential, it is located in the <br />business district; therefore, it must follow business and industrial standards. The <br />single story new home will be constructed to the rear, north of the two existing <br />homes. The front of the home will include a red brick wainscoting and vinyl <br />siding. The roof shingles will be dimensional, windows will be dark gray, and the <br />trim will be a lighter color. There are. new landscaping beds proposed in the front <br />setback area and additional trees including spruce and crab trees will be added in <br />areas along the east and west property lines. Landscaping is also promised around <br />the new home. The homes will be connected by walkways, and residents will be <br />able to spend time outside on the patio or in the yard which is fenced in for <br />security and safety issues. The fence is a 6 foot tall board-an-boazd women <br />fence. The dumpster is located near the rear of the building to hide it from view <br />and has been designed to blend into the proposed storage shed and fence. 'The <br />proposal does include the elimination of the existing driveway, so the site will <br />have two drives instead of three. Parking is proposed mainly along the west <br />entrance drive. Some parking is included in close proximity to the east existing <br />home. There are 22 parking spaces required. The applicant has provided 12 and <br />10 landbanked spaces. The residents are not using the parking as most of them <br />would not be able to drive. The proposed site lighting includes a combination of <br />decorative residential style fixtures close to the buildings and shoebox cut off <br />style on the west drive to provide visibility along the entrance. Fire Department <br />approval was requested, and the department indicated they had no objections. <br />The applicant did receive a variance far not having concrete curbs as required by <br />code. For this use, concrete curbs are not desirable as they create physical <br />barriers to residents who may have mobility issues. The committee recamrn-ended <br />approval of the conditional use permit and the site plan subject to the <br />recommendations of the boards and commissions and obtaining a lot split and <br />consolidation plat, and invoking deed restrictions on the plat as discussed. <br />Councilman Gareau moved that Council approve the conditional use permit and <br />the site plan and development plan for Welcome House subject to the <br />recommendations of the boards and commissions and further subject to the <br />9 <br /> <br />
