Council Minutes of 5/16/2006 <br />,,,~ the right-of--way to simulate brick along the north side of the plaza. The plaza has <br />,,,~ nine access drives. The proposal shows elimination of two drives for a new total <br />of seven-two on Lorain Road and five on Great Northern Blvd. The applicant <br />proposed to remove a substantial number of existing signs as there is quite a bit of <br />sign clutter in that area. Many of the existing pole signs will be removed and <br />those that remain will be removed once the tenant's lease options expire, but that <br />could take unti12017. The following eleven signs will be removed: Dick's; Pro <br />Care; all ingress and egress signs; two Olmsted Plaza pole signs, one of which is <br />on Lorain Road; a vacant pole sign. Signs that will remain on the site include <br />Ohio Savings, David's $ridal, National City and Firestone. The BordersJPetiand <br />sign is under negotiation. Three ground signs will replace those being removed, <br />one sign on Brookpark and two on Great Northern Blvd. The a~licant continues <br />to work with the tenants to deal with those signage issues. Councilman Orlowski <br />expressed concern about the drainage along Brookpark Road for purposes of <br />maintenance and suggested that culverting and grading be undertaken to allow for <br />easier maintenance. Additionally, he was concerned about garbage dumpsters not <br />being enclosed or enclosures that were not being used. He expressed concern <br />about the condition of the right-of--way along Lorain and the fact that the retaining <br />wall was not being maintained. All of those matters, as indicated by the <br />representative, would be brought under review. The drainage system was directed <br />toward the administration for its consideration. The committee recommended by <br />a vote of 2-0 to approve subject to the recommendations of the boards and <br />commissions. Councilman Gareau moved to approve the proposal for Olmsted <br />Plaza, subject to the recommendations of the boards and commissions. The <br />motion was seconded by Councilman Barker and passed unanimously. <br />• Fifth Third Bank, 28856 - 28890 Lorain Road. The proposal consists of <br />demolishing structures on two neighboring properties and constructing a new <br />bank facility. The two structures are residential structures. The project is located <br />on the north side of Lorain Road in the vicinity of just east of where <br />Crocker/Steams will be coming through, next to the Boss Office Park. The <br />building is a Western Reserve style constructed of red brick with white gable <br />accents. Mechanical units are located behind the building in an area screened by <br />a brick wall. This is a prototype building that can be seen in other communities. <br />The landscaping plan shows planting areas around the building aril in other <br />groupings around the perimeter of the parking area. The applicaa~t provided a tree <br />survey and is incor~rating existing trees which are mature growth into the <br />landscape plan, and it includes two specimen trees in the front setback area to be <br />preserved. Landscape irrigation is proposed as required.; however, it will <br />terminate to the rear of the back parking area and will not continue all the way to <br />the property line. One driveway is proposed to reduce unnecessary curb cuts onto <br />Lorain Road. Brick pavers are proposed to be installed in the right-of-way. <br />Variances were granted for light on the site since increased lighting at a bank is <br />important, and there are ATM transactions going on at various times of the day. <br />For pole lights, full cut off fixtures will be used and shields will be added to all <br />rear light fixtures to reduce or eliminate the light spill. A lot consolidation plat is <br />required before permits are issued. The committee recommended 2-0 subject to <br />8 <br />»~~;~, <br />
