Council Minutes of 5/16/2tN16 <br />building. Councilman Orlowski expressed concern about the traffic and both <br />-~:,, were concerned about mixing such a use into a residential setting. This was <br />discussed at length when the Senior Residence District modification was <br />addressed some time ago, and this Council believed that it was not wise to do that. <br />The majority of members indicated we would not allow that; however, this <br />proposal comes under a prior code where it was permitted. The committee <br />recommended approval of the amended proposal by a vote of 3-0. It should be <br />noted that a motion was made to recommend amending the plan to limit the use of <br />the site depending upon the need far the medical office use. Input was received <br />from the Law Director, and a suggested modification will need approval. It <br />should be noted that, since the proposal crosses parcel lines, a lot split and <br />consolidation plat should be required before an occupancy permit is issued. <br />Councilman Gareau moved to approve Wellington Place, 4800 Claque Road, <br />subject to the recommendations of the various boards and commissions, further <br />subject to compliance with the recommendations of the City Forester as detailed <br />in the above report, further subject to the revised lighting scheme including <br />shielding of NEW visible lights, and further subject to the following: adherence <br />with Section 1138.04 of the Zoning Code is required as it existed at the time of <br />the developer's application with respect to the medical office use, it sets the <br />following limitations in the code concerning that: "Any accessory use is <br />permitted which is incidental to the main use, provided that it is planned and <br />developed integrally with the main building and that it has no injurious effect on <br />adjoining use districts, such as (1) Multipurpose senior community activity <br />centers, common eating areas, health and counseling offices as required and <br />permitted by the State of Qhio; craft and meeting roams, lounge areas and areas <br />for passive and active recreation for the elderly." The motion was seconded by <br />Councilman Miller and passed unanimously. <br />3) The committee met on Monday, May 15, 2006. Present were committee members <br />Gareau and Orlowski; Council Members Barker, Dailey Jones and Tallon; Law Director <br />Dubelko, Mayor O'Grady and Planning Director Wenger. Agenda items were as follows: <br />• Olmsted Plaza, 4570 to 4724 Great Northern Boulevard. This proposal consists <br />of site improvements to Olmsted Plaza, including addition of landscaping, <br />reduction of access drives and consolidation of signage. Olmsted Plaza is in <br />essence everything from the corner of Great Northern Boulevard and Lorain on <br />the west side all the way down to Brookpark Road. Recently H. H. Gregg and <br />Value City Furniture went into the plaza. The plaza actually comes all the way <br />back up to Lorain Road,. goes around the corner and down to Kinko's, which is <br />the last building. Everything is included in this plaza with the exception of the BP <br />parcel on the corner. The proposal includes removing the eastern most raw of <br />parking along Great Northern Bivd. to install a 20 foot area of landscaping, which <br />would consist of low mounds and landscaped groupings of trees, shrubs and <br />perennials. The landscaping would extend along Brookpark Road as well. The <br />BZA granted a variance for not having an underground irrigation system based on <br />water configuration. The applicant proposes to install stamped concrete within <br />7 <br /> <br />
