Council Minutes of 5/16/2Q06 <br />medical offices would be relocated from a current location in the facility into an <br />:,:, area in the new wing. The existing medical office area is 1,174 square feet. The <br />proposed relocated medical office area is 1,146 square feet. Mr. Meserini <br />explained that the service included use by non-residents about four hours a day, <br />three days a week, by a very limited number of people-three or four people a <br />day in each one of those times. The balance of the time would be used by <br />residents who live in the facility. The services provided include occupational and <br />physical therapy services. Mr. Meserini explained it was his opinion that the use <br />had remained the same throughout the time that Wellington had been in business. <br />The committee had considerable discussion on this particular issue. Wellington <br />proposes to construct parking which was previously approved as landbanked <br />parking on the east side of the building and also construct new parking and <br />landbanked parking on the north and west sides of the building. The code <br />requires 144 parking spaces, and the applicant has met the requirement through <br />109 spaces that will be constructed and 35 spaces that will be landbaa~ked. At that <br />point the matter was held in committee to address the issue of the light, to address <br />the issue of the mounding and screening, drainage issues and to touch on the issue <br />of the medical offices. <br />2) The committee met on May 9 to continue discussion of the Wellington Place project. <br />• Mr. Meserini presented revised glans showing the recommendations of the City <br />Forester on the plan. He also presented a revised photometric study. Engineer <br />Raig presented to the committee his concerns with respect to the drainage <br />situation. It appears that the current drains which are on the property near the <br />property of the adjacent residential homes have silted over and in essence there is <br />no water running through them. Additionally, alterations to the draine system <br />and ditch have been made which, according to our engineer, serve na legitiate <br />engineering purpose but they do constrict flaw. Finally, the original proposal for <br />the homes that were built an Mastick installed two drains and then had left .open <br />two other drains to be installed later. Those two drains were never installed. <br />There is at least a right of some residential properties to install additional drains <br />on their property to try to help with that situation. Mr. Raig indicated he would <br />advise as best as possible those property owners of that option. To the extent that <br />it is a city issue, the committee is asking that the functionality of the storm system <br />be determined by further study and that it be cleaned and cleared if possible and <br />that any alterations that have been made to that drainage system should be <br />removed according to engineering principles. With respect to lighting, a revised <br />photometric study had been completed. The lights that were set forth and have <br />been completed and submitted to the Building Dept. meet code in teams of height, <br />design and appropriate lumens and spill-over. The lights have been configured to <br />shield visible light from the adjacent residential property. This included changing <br />the type of light fixture that is used to what is known as the recessed shoebox-type <br />style where the light is contained within an area and spills down as opposed to <br />more of a street light approach where a large field of area; is lit. The light would <br />be shielded away from the southern residential side.
