Council Minutes of 5/16/2006 <br />Councilman Gazeau, chairperson of the Building, Zoning and Development Committee: <br />--~ 1) The committee met on Tuesday, April 26. In attendance were committee members <br />Gazeau, Miller and Orlowski; Council Members Barker, Jones and Talton; Law Director <br />Dubelko, Planning Director Wenger, City Engineer Mike Raig, Assistant Building <br />Commissioner Rymazczyk and guests. The following items were discussed: <br />• Wellington Place, 4800 Clague Road. A proposal to construct athree-story senior <br />residence facility and other site improvements. The project will be a three-story <br />wing on a senior residence facility with living units provided for assisted living, <br />Alzheimer's care and skilled nursing. Parking areas and drives will be extended <br />to serve the new wing. The building architecture for the addition will exactly <br />match the existing facility in style and materials. New landscaping will be <br />installed around the addition. The applicant proposes to retain a natural setting <br />for the balance of the site and to maintain existing trees to the greatest extent <br />passible. Buffering for neighboring properties is provided in part by existing <br />vegetation and a six foot tall board-on-board cedar fence along the south property <br />line. That was installed when the original project was approved. The issue of <br />screening was sent to the City Forester for review. He has since made the <br />following report to the BZD Committee concerning additional passible screening <br />by way of trees and mounds: A 2-3 foot tall mound with 6-8 foot Colorado <br />Spruce planted on it would be the best way to fill in the gaps to help screen the <br />proposed building. Dead trees and patches of briars where the mound would go <br />will be removed. The mound will be 1416 feet wide and be 4-5 feet from the <br />fence. The mound could start where the existing wooden fence ends and run east <br />approximately 200 feet. The trees would be planted on a triangular pattern on 12 <br />foot centers. The City Forester believes the above would provide the greatest <br />amount of screening. It should be noted that the mounding will have two drains <br />on each side of the length of the mound. The next issue that was discussed was <br />storm water drainage, with respect to specifically the water that was being kept in <br />people's rear yards en Mastick. It appeared from a discussion from a number of <br />residents that alterations had been made to, not only the property in question <br />because of the development, but same of the residential properties with respect to <br />run-off and raising the elevation. This matter was sent to City Engineer Mike <br />Raig for review. (Per request of Councilman Gazeau, Mr. Raig's report is <br />attached to the minutes.) The committee discussed what affect lighting has on the <br />adjacent properties. Although the light was not physically intruding onto the <br />property or spilling over, the tight from the building and the parking field could <br />be seen and it did create a different atmosphere in the neighborhood. With <br />respect to the building, there was not much that could be done with the internal <br />illumination; however, Wellington Director Rick Meserini agreed that the tower <br />lights would be turned off at 9:30 p.m. after nurses' rounds were made. This is <br />not part of the approval, but it was a gesture on their part to take care of a concern <br />that the neighbors had raised. With respect to the balance of the lighting in the <br />parking field, the applicant was sent back to conceive of a revised light proposal <br />that would deal with the light nuisance issue on the adjacent properties.
