Council Minutes of 5/16/2006 <br />meet with him or the Planning Director so they can give him more details. Councilman <br />Miller said, as long as progress is being made and we are coming up with a good product <br />for the city and the residents of that area, that is what is important. <br />Finance Director Copfer: 1) Attended a Finance Director's meeting of the Rocky River <br />Court on Thursday, May 4. Both judges and the Clerk of Courts were in attendance <br />along with their assistants. Mr. Ryan's questions were not answered at the meeting. The <br />Assistant Clerk of Courts promised to issue a report to her and all the cities with the same <br />information relative to their cities. Rocky River Court operated in the black this past <br />year. It is interesting to note that by law all costs of the host city are not allocated tv <br />court operations. Also, by law the court is in the city of Rocky River's general fund and <br />not a separate fund. Personally, she thinks that is flawed because the true cost of the <br />court cannot be determined. Judge Gravers explained that legislation about municipal <br />courts did this on purpose as the Ohio Legislature does not consider them arevenue- <br />generating department intended to cover its costs as most municipal courts do not operate <br />and cover their own costs. <br />2) Met with Mayor, the Executive Director of the library, and the Law Director to discuss <br />possible legitimate uses of the remaining funds from the library construction, which were <br />approximately $910,000. Now that the library has been in existence for more than a <br />year, they have different ideas of where monies can be better spent on improvements. The <br />Mayor and Executive Director will develop a plan that is pleasing to both their board and <br />our City Council. <br />3) Has worked with. the Safety Director and the Fire Chief to provide a report to the <br />minimum safe staffing committee which met last evening. <br />4) Reviewed and ranked all the RFP's received from engineering firms on the WWTP <br />rate and operational review. The Service Director is tallying up the results of all those <br />people who were required to review the plans. The top few candidates will be <br />interviewed before a recommendation is made to the Board of Control. <br />5) On agenda are fourteen ordinances amending the bond refunding legislation passed <br />earlier this year. She is asking far suspension and passage so there is no break in the <br />allowable time to refund. This legislation does three things that are required to grant the <br />flexibility to sell the refunding bonds if the market becomes favorable: changes the <br />possible issuance dates from May to June 1 through December 1; adjusts the first interest <br />payment and any interest accretion date from June 1 to December 1; adjusts the required <br />escrow amount by removing the June 1 interest payment, which was already made, and <br />commencing the escrow December 1. <br />Councilman Ryan expressed his concerns about the lack of financial information being <br />provided by the Rocky River Court. Finance Director Copfer explained that the city does <br />receive its share of the fine money from tickets that are written, but we do not get the <br />court costs. She has asked the court to provide information on how the court costs and <br />other fees are allocated. <br />Councilman Miller made a motion to amend Ordinance 2006-93 to remove the <br />emergency clause. The motion was seconded by Councilman Gareau and passed <br />unanimously. Ordinance No. 2006-93 amended. <br />4 <br />3 <br />n, <br />
