The committee unanimously recommended <br />approval. <br />• Resolution 2006-88, a resolution authorizing the Director of Public Service to <br />advertise for bids for the purchase of 5,000 tons of asphalt, tack coating and <br />related items for various Service Department needs throughout the city as detailed <br />in the specifications on file, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder to purchase said asphalt, tack coating and related <br />items, after Board of Control approval, and declaring an emergency. Mr. Limpert <br />explained the resolution and stated that the city's current contract for these items <br />is up in July. When asked what related items consisted of, the Service Director <br />indicated that they were things such as hot patch and cold patch. The committee <br />unanimously recommended approval. <br />• Discussed the residual funds from 2003 borrowing for potential street repair <br />projects. The Finance Director stated there was approximately $40,000 in <br />borrowing money left over in this fund. This fund could not be used for <br />asphalting; however, it could be used for pavement replacement or slab repair. <br />Some areas for slab repair that were brought up were Great Northern Bivd. and <br />the Lauren Woods area. All of the Council members present and the <br />administration present acknowledged that there are many streets in the city that <br />are in need of repair. The Law Director briefly described some disputed items that <br />were in litigation now regarding the resurfacing of Lorain Road west, and the <br />Finance Director recommended waiting to utilize this money until the results of <br />this litigation are known. Other questions that were asked in corr~rnittee regarding <br />the progress of street repairs including patchwork were requested to be held until <br />another time. <br />AUAIENCE PARTIC;'.ATION <br />Terry Groden, 25211 Chase Drive. <br />• As a representative of the Deerfield Park Civic Association, he suggested that the <br />city have more or better communication to the residents who were affected by <br />flooding last year regarding where the city is in the progress of the process to <br />address those problems. Mr. Barker has been kind enough to keep him updated as <br />much as possible, but there are questions in his mind and his neighbors' minds as <br />to what, if anything, is being done. For instance, why is the camera. which is <br />being built to specifications to help monitor the sewer systems taking so long? <br />Why is the process to hire an engineer for Phase II of the study taking so long? <br />The residents would like to know a little bit more about the strategy behind the <br />improvements to the pumping stations. Why is so much attention being paid to <br />those? Why aren't the issues with the Walter Road trunk being addressed before <br />the pumping stations? Is the city still monitoring and maintaining the ditches? <br />The Phase I report recommended community involvement. The city might be <br />better served and be better servants if they get out in front of this issue and have <br />some kind of communication with residents, especially neighbors in Deerfield <br />Park and Ward II. <br /> <br />13 <br />
