Council Minutes of 5/16/2006 <br />• He personally expressed concerns about the failed school levies, and he plans to <br />become more involved in school funding. He believes the city is as strong as its <br />schools. <br />Joseph Bouman, 27501 Butternut Ridge Road, is thankful that 8,700 people voted in the <br />primary election as last year only 3,500 people voted. He feels the $38 million levy, <br />which did not pass, is wasteful. The voters of North Olmsted have indicated they do not <br />want to move the junior high four miles away from the library which was built to be close <br />to the junior high students. The people of North Olmsted do care and are informed. <br />Dennis Lambert, 25057 Carey Lane, is nat in favor of regionalism. He made a distinction <br />between regionalism and joint operation agreements, joint purchase agreements and joint <br />service agreements. Regionalism simply is another way of government that is not in <br />contact with the public the public has no control of it. He is not in favor of the proposal <br />by Cleveland to package their taking responsibility for the water lines with suburban <br />cities accepting non-competitive agreements. <br />Don Rybazczyk, 6697 Nancy Drive, questioned the Law Director on zoning and single <br />family dwellings. He and others have noticed a trend in the city where homes are <br />occupied by more than one nuclear family. Is this legal? Law Director Dubelko said one <br />needs to be very careful with the definition of family. There are federal fair housing laws <br />which must be taken into account. When you talk about nuclear families, federal law <br />precludes us from drawing a distinction based on blood relationship. It has to be people <br />who live together essentially in a single housekeeping unit. If people are living together <br />as a single unit, then regardless of whether or not they aze related by blood, we are <br />required to recognize them as a single family. If there are two housekeeping units where <br />they have multiple kitchens, sepazated units, etc., then it is a two family home in what is a <br />single family zoned district. The city could then take action to require they comply with <br />the permitted use in the single family district. <br />LEGISLATION <br />Ordinance No. 2006-Sb introduced by Council Member Miller on behalf of himself and <br />Council Members Ryan, Orlowski, Tallon, Dailey Jones and Barker was given its third <br />reading. An ordinance creating new Section 533.16 of the North Olmsted Codified <br />Ordinances, entitled "Registered Offenders -Local Regulations," in order to locally <br />regulate residency and other enumerated activities in North Olmsted of persons who are <br />required to register under any provision contained in Ohio Revised Code Chapter 2950, <br />and declaring an emergency, as amended. Councilman Miller moved for adoption, The <br />motion was seconded by Councilman Ryan and passed unanimously. Ordinance <br />No. 2006-56 adopted. <br /> <br />14 <br />
