Council Minutes of 5/16/2006 <br />Ordinance No. 2006-84 introduced by Mayor O'Grady was given its third reading. An <br />ordinance creating new Section 139.09 of Chapter 139 of the Administrative Code <br />entitled "Department of Public Safety," for the purpose of transferring the position and <br />duties of "Assistant Director of Community Life Services," and two support staff <br />positions, from the Department of Community Life Services to the Department of Public <br />Safety, renaming the position "Youth Services Administrator," and establishing a new <br />division in the Department of Public Safety headed by that newly renamed position as <br />amended. Councilman Tallon moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously. Ordinance No. 2006-84 adopted. <br />Resolution No. 2006-87 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of 5,000 tons of stone for various Service Department needs throughout the city as <br />detailed in the specifications on file, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder to purchase said stone, after Board of Control approval, <br />and declaring an emergency. <br />Resolution No. 2006-88 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of 5,000 tons of asphalt, tack coating and related items for various Service Department <br />needs throughout the city as detailed in the specifications on file, further authorizing the <br />Mayor to enter into a contract with the lowest and best bidder to purchase said asphalt, <br />tack coating and related items, after Boazd of Control approval, and declaring an <br />emergency. <br />Resolution No. 2006-91 introduced by Mayor O'Grady on behalf of himself and <br />Councilman Ryan was given its second reading. A resolution authorizing the Mayor to <br />enter into atwo-year contract with Thompson-West for the purpose of providing Westlaw <br />online legal research services for the city Law Department. Councilman Gareau moved <br />for suspension of the rule requiring three readings and noted the legislation had been <br />reviewed in committee. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Ryan moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously. Resolution No. 2006-91 adapted. <br />Resolution No. 2006-92 introduced by Councilman Gareau was given its second reading. <br />A resolution declaring the month of August Property Maintenance Awareness Month in <br />the City of North Olmsted as amended. <br />Ordinance No. 2006-93 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending the range of compensation rates and salary ranges for the various <br />administrative and legislative personnel to transfer Youth Services employees <br />compensation rates and salary ranges from the Department of Community Life Services <br />to the newly established Division of Youth Services under the Department of Public <br />Safety; and to establish the range of compensation rates and salary ranges for the newly <br />created part-time Assistant Director of Law; and to otherwise re-state the compensation <br />rate ranges for said various administrative and legislative personnel for the years 2004 <br />15 <br />
