Council Minutes of 5/16/2006 <br />through 2007, as amended. Council Member Dailey Jones moved for suspension of the <br />rule requiring three readings. The motion was seconded by Councilman Gateau and <br />passed unanimously. Councilman Tallon moved for adoption, and the motion was <br />seconded by Council Member Dailey Jones. Roll call: Tallon, yes; Jones, yes, <br />commenting that she supports this legislation but reserves judgment as to future pay in <br />this and all salary ranges. Roll call continued: Barker, yes, commenting that he mirrors <br />the comments of Mrs. Dailey Jones and also, just because the range is there, doesn't <br />mean you have to pay the individual that kind of money. Roll call continued: Miller, <br />yes; Orlowski, yes; Ryan, yes; Gateau, yes, commenting, on the concept. that, during the <br />budget process it was presented that once Council establishes the range, it really should <br />be an administrative call as to where within the range that particular individual is <br />compensated; he would just suggest that he too would reserve the right to pass judgment <br />on that on a later time. Just merely by approving of a range and restating and approving <br />of the other ranges, does not mean that he has somehow given approval that any amount <br />within that range would be an appropriate amount in the future. He will reserve judgment <br />on those issues when they do come. He wanted to make that clear along with his <br />colleagues. The motion passed unanimously. Ordinance No. 2006-93 adopted. Mayor <br />O'Grady clarified that the range has been changed only to incorporate the dollars that <br />came separately into the pay of our Youth Services Administrator. This incorporate that <br />into her pay rather than have the system that was set up where she receives her pay from <br />the city and then a second line item pays her from a separate account. It is very directly <br />the administration's intent to put those dollars all into one area and to not charjge her pay <br />by one penny, but to pay her directly from the General Fund in the total amount and to <br />have the amount from the county simply come into our General Fund. <br />Ordinance No. 2006-95 introduced by Mayor O'Grady was given its second reading. An <br />ordinance accepting separate easements to the City of North Olmsted for a storm water <br />drainage system and for access to a storm water retention basin, as well as entering intfl a <br />Declaration of Protective Covenants to benefit the city, for Vienna Woods subdivision. <br />Ordinance No. 2006-96 was introduced and placed on first reading by Mayor O'Grady. <br />Mayor O'Grady noted that Ordinance Nos. 2006-96 through and including Ordinance <br />2006-109 primarily extend the widow of opportunity for the city to offer these funds. <br />The details within each piece of legislation has been extensively and in great detail <br />reviewed by Council previously with the previous legislation. An ordinance amending <br />Sections 1, 3 and 9 of Ordinance No. 2006-18 to extend the period during which the <br />bonds authorized thereby may be issued, and declaring an emergency. Councilman <br />Tallon moved for suspension of the rules requiring three readings and formal committee <br />review.
