Council Minutes of 5/16/2006 <br />Ordinance No. 2006-114 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance providing for the submission to the electors of the City of North Olmsted of <br />an amendment to Article VIII, Section 6 of the Charter of the City of North Olmsted to <br />expressly provide that real and present emergencies are an exception to competitive <br />bidding. <br />Ordinance No. 2006-115 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance providing for the submission to the electors of the City of North Olmsted of <br />an amendment to Article VIII, Section 6 of the Charter of the City of North Olmsted to <br />permit purchases from the state purchase program to satisfy the Charter requirement of <br />competitive bidding and award of contract. <br />Ordinance No. 2006-116 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Mayor of the City of North Olmsted to enter into a <br />professional services agreement with Trevor Hazen to serve as the golf pro at the <br />Springvale Golf Course, and declaring an emergency. Councilman Tallon moved for <br />suspension of the rules requiring three readings and formal committee review, and the <br />motion was seconded by Councilman Barker. Roll call: Tallon, yes; Barker, yes; <br />Gazeau, yes; Ryan, yes; Orlowski, yes; Jones, yes; Miller, yes, with comment that it will <br />be interesting to have a museum employee as our golf pro. The motion passed <br />unanimously. Councilman Tallon moved for adoption. The motion was seconded by <br />Councilman Barker and passed unanimously. Ordinance No. 2006-116 adopted. <br />Ordinance No. 2006-117 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Director of Public Service to request proposals for <br />audiovisual consulting/engineering services in order to design an audiovisual update and <br />upgrade to the City Council Chambers and the City Council caucus room; and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into an <br />agreement with the person or firm selected in the RFP process. <br />Councilman Miller made a motion to amend the agenda to add Ordinance No. 2006-118 <br />to the agenda. The motion was seconded by Councilman Gareau and passed <br />unanimously. <br />Ordinance No. 2006-118 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Director of Public Service to request proposals for <br />professional consulting engineering services to augment and assist the city's Division of <br />Engineering; and further authorizing the Mayor, subject to approval of the Board of <br />Control, to enter to into an agreement with the person or firm selected in the RFP process. <br />Councilman Miller made a motion to amend Ordinance No. 2006-118 to add an <br />emergency clause. The motion was seconded by Councilman Bazker and passed <br />unanimously. Ordinance No. 2006-118 amended. Council Member Jones asked whether <br />it was the intent of the administration to go forward and look for engineering services and <br />not have an in-house city engineer? Mayor O'Grady answered that was absolutely the <br />direction the administration is taking the city. This was based on the input from many <br />members of Council that the administration take a look at things differently in that <br />20 <br />'. ~~,~.~ <br />
