Council Minutes of 5/3/2006 <br />RE_, roRTs <br />Mayor O'Grady: 1) A garden in memory of our former golf club pro Jerry Ludvik will be <br />built at Springvale, and it was made possible by a donation from his wife Debbie Ludvik. <br />The dedication for this garden will take place at Springvale on July 9, and all are <br />welcome. <br />2) The city's pro-active property maintenance inspection program has already begun. It <br />remains our intent to cover the entire City of North Olmsted in one four-year period. <br />Members of Council and others are urged to contact the Safety Director if there is a <br />particular property you would like inspected. <br />3) The Clague Road rehabilitation project continues. The Safety Director will be <br />designating Clague Road from Lorain Raad to I-480 to be open to southbound local <br />traffic only during the remainder of the project. This designation will take place on <br />Monday, May 8, after appropriate signs and barricades have been put in place by the <br />Service Department. <br />4) The City of Cleveland has released their plans for water rate increases. They have <br />taken steps towazd equity between our city and some of their other suburban customers. <br />In truth, it was his hope they would do more. The fact remains that the charges for water <br />are vastly different for a home in Cleveland and an identical home right next door in the <br />city of Lakewood. Suburban cities account for 80% of the Cleveland Department of <br />Water's revenue, and we should be working together towazds payments based on service <br />azeas and actual costs of paying for the water rather than primarily based on whether or <br />not a home is located in Cleveland or one of the suburbs. Of significance and of <br />significant benefit to the City of North Olmsted in this proposal is the fact that Cleveland <br />has stated it is their intent to take responsibility for all of the water mains in all of the <br />service area. In North Olmsted, over half of our water mains aze rated in the categories <br />of fair or poor. The cost of replacing a line is estimated to be about $100 per linear foot. <br />For a quarter mile road, the cost to us would be $150,000-for one water main an one <br />quarter mile road-and that does not include the cost of reconstruction of the road surface <br />after replacement of the main. So, this proposal is significant, and it is a significant step <br />by the city of Cleveland's Department of Water to move us towazds equity. <br />5) The job fair will be held on June 14. This is going to be a great thing for our <br />community and our residents. It will be held at the Church of St. Clazence in their church <br />hall. Special thanks to pastor Fr. Neil Kakoothe, for donating this facility. <br />6) This evening he attended an art presentation at North Olmsted High School. The <br />presentation included photographs, paintings, drawings, theater and music. The talent of <br />these young people is astounding. It brings home to him the value of the education that <br />our young people get in the North Olmsted City Schools. Sadly, the school operating <br />levy was defeated by about a thousand votes. The types of programs he just witnessed <br />will not be there if we cannot get that passed. The other part of the school's effort on the <br />May 2 ballot was a bond issue. The bond issue was to pay for the construction of a new <br />middle school and badly needed improvements to the science facilities and other facilities <br />at the high school and other schools. It will be a significant disappointment if we can't <br />get either one of those two things through. <br />7) With regard to the five issues that North Olmsted had on the ballot, in his opinion, all <br />five issues represented good government. Two of those five issues were defeated. It's up <br />to the sponsors to choose if they would bring them back, and he hopes they do. With <br />respect to those two that failed, we need to continue with an aggressive effort at <br />2 <br />
