Council Minutes of 5/3/2006 <br />addressed a suggestion by Mr. Orlowski that one of the four raised planter areas <br />would impede foot traffic. The planter is spaced equally with three other planters, <br />and this particular one sits at the east of the Wild Mango entry near an area where <br />the sidewalk narrows to go around the building towards Sears. The approximate <br />distance remaining between the parking lot curb and the traveled portion of the <br />parking lot and the planter box was about 3 feet. Mr. Reddick indicated that very <br />little foot traffic uses the area. Mr. Gareau indicated that Wild Mango was a <br />restaurant of destination and really does not compete with people who might <br />otherwise be using the food court who would be walking around outside the mall. <br />City Engineer Mr. Raig indicated he didn't believe it was a safety concern <br />because, in the nature of traffic moving in parking lots, they expect pedestrians to <br />be moving and people are in a heightened sense of awareness in that area. Mr. <br />Orlowski wondered whether the sidewalk dimensions and configuration could be <br />modified. The committee did not discuss that. They did discuss removing the <br />planter box to the east. To achieve a balance, it was consented that additional <br />materials might also have to be removed. You can't leave three where there once <br />were four equally spaced. A motion was made in committee by Councilman <br />Miller to amend the plan by requiring the removal of the one planter box furthest <br />to the east. It was seconded by Councilman Orlowski. The motion carved by a <br />vote of 2-1 with Council Member Gazeau dissenting. The committee <br />recommended approval of the plan sub}ect to the recommendations of the various <br />boards and commissions. Councilman Gazeau made a motion to amend the Wild <br />Mango proposal to require that the planter box furthest to the east be removed in <br />order to facilitate pedestrian traffic. The motion was seconded by Councilman <br />Orlowski. Councilman Miller commented that the concern was that the. average <br />width of a sidewalk is 5 feet, and this width of slightly less than 3 feet wottdn't <br />allow two people to walk side-by-side coming out of the restaurant. It would <br />force one person into the roadway. That was the major concern about the <br />pinching of the sidewalk area Here. Roll call: Gareau, no; Orlowski, yes; Barker, <br />no; Dailey Jones, no; Tallon, yes; Ryan, yes; Miller, yes. The motion passed with <br />four yes votes and three no votes. The plan is amended to remove the planter box. <br />Councilman Gareau made a motion to approve the Wild h+Iango proposal subject <br />to the recommendations of the boards and commissions and including the <br />amendment regarding the planter box. The motion was seconded by Councilman <br />Orlowski and passed unanimously. <br />• Much time was spent discussing the general area of the mall and the detail, but the <br />improvements also dealt with a separate submittal, Archiver's. After discussion, <br />the committee unanimously recommended approval of the Ar+chiver's proposal. <br />Councilman Gazeau made a motion to approve the Archiver's pro~sal subject to <br />the recommendations of the boards and commissions. The motion was seconded <br />by Councilman Orlowski and passed unanimously. <br />• Chick-Fil-A, 4777 Great Northern Blvd, a new free-standing restaurant on the <br />location of what was the former Mountain Jack's and has been vacant for two or <br />three yeazs. Planning Director Wenger presented as follows: the building is <br />approximately 4,200 square feet in size and shall be constructed of two colors of <br />brick.
