Council Minutes of S/3/2Q06 <br />building. A drive-thru is proposed as well as an outdoor seating area. Rear <br />service areas are designed in matching building materials. There will be no <br />rooftop units visible. The presenter for Chick-Fil-A indicated that the business <br />model does not contemplate Sunday operations. They were made aware, as it was <br />brought to their attention by Councilman Orlowski, that they will be subject to the <br />business regulations concerning drive-thru operations adjacent to residential <br />properties. They agreed to abide should they be subject to that provision. <br />Landscaping beds are proposed around the Chick-Fil-A and the Conrad's portion, <br />which is on the same lot of the site. There will be trees planted along Brookpark <br />Road on the other side of Conrad's since it is one parcel. Anew sidewalk going <br />in along Brookpark Road will connect the North Olmsted Town Center, Parcel E, <br />development to Great Northern Blvd. New fencing has been proposed for the <br />northeast corner of the property in a location closest to existing residential <br />properties. Some discussion was had concerning traffic flow. There are two curb <br />cuts proposed. One will have access in and out of the site. It is proposed that the <br />curb cut closest to Brookpark Road, which is currently foil access, would become <br />a right-in, right-out only curb cut, which seems appropriate because it is not <br />possible to turn left at that intersection. The site currently has access to the <br />property to the north to a light an Great Northern Blvd. It was discussed with the <br />applicant about a possible future connection to the N. O. Town Center <br />development. It should be made clear that the committee made no statement <br />concerning it's belief that the cut-thru potential was appropriate, and any vote <br />made tonight is not a ratification of any particular future plans concerning traffic <br />access from N. O. Town Center to Great Northern Blvd. The plan does provide <br />for 60 constructed spaces with 4 land banked spaces. The Board of Zoning <br />Appeals granted a variance for the remaining 13 spaces. It was suggested that the <br />colors perhaps be muted. They presented those were the corporate colors, and <br />the committee took no action on that suggestion. Lighting levels meet city code <br />requirements. There will be no light spilt onto adjacent properties. Mounting <br />height for light fixtures will not exceed 20 feet as per presented. At the request of <br />Councilman Orlowski, lights designated on the photometrics as B1, B3 and B6 <br />will be full shield from the adjacent residential property. The committee <br />recommended approval of the Chick-Fil-A proposal at 4777 Great Northern Blvd. <br />Councilman Gareau made a motion to approve Chick-Fil-A at 4777 Great <br />Northern Blvd. subject to the recommendations of the boards and commissions <br />and further subject to the requirement that the lights designated on the <br />photometric as B1, B3 and B6 be full shield from the adjacent residential <br />property. The motion was seconded by Councilman Orlowski. Ro11 Call: <br />Gareau, yes; Orlowski, no; Miller, yes with comment. Thank you to the boards <br />and commissions and Ms. Wenger who worked on this project. More and more, <br />the presentations that are coming to the BZD or Council are more well-pack~a-ged. <br />There is minimal involvement that Council needs to take part in, in changing or <br />altering the plans. It shows that there is a lot of work going on ahead of time <br />before it gets to Council. Everybody that has been involved, the system is <br />working and he thanks all the parties involved.
