Council Minutes of 4/18/2©06 <br />to rest and noting Mr. Ryan's comment about giving it a year and testing it being <br />apropos, he votes yes reluctantly. The motion passed with six yes votes and one <br />no vote. <br />Mayor O'Grady commented that the comments of Mr. Miller with regard to not being <br />provided with detailed information on this position and a salary rate early in the year is <br />inaccurate. He wishes he would have been allowed to speak before the vote. The motion <br />that was made took away the person's annual increase of 4 1/z% which would have been <br />received on the anniversary date. This was really poorly done. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The committee met on April 11. Present were committee members Barker, Dailey <br />Jones and Gareau; Council Members Miller, Orlowski, Ryan and Tallon; Law Director <br />Dubelko, Service Director Limpert, Fleet Manager Conway and residents. Discussed was <br />Resolution 2005-188 a resolution to authorize the Mayor to enter into a renewed one-year <br />contract with LK Heating and Cooling Inc. to perform maintenance upon the heating and <br />cooling equipment at various city buildings, and declaring an emergency. This was <br />brought to Council in December of 2005 and was placed on first reading. The <br />committee was to hold it by Service Director Limpert because other heating and cooling <br />companies were inquiring to bid this contract. A few companies also asked to see the <br />contract for the previous year. After reviewing, one company submitted a bid but, <br />although they were lower, they did not include filter replacements which, when added in, <br />was higher than LK Heating and Cooling. It is interesting to note that LK Heating and <br />Cooling did not raise their prices from the previous year. They maintain the heating and <br />cooling units at City Hall and other facilities, but not the Rec Center and the WWTP. <br />They do service both fire stations, but under a different contract. Mr. Gareau suggested <br />that in the future we might want to bring all of our facilities under one contract to make <br />things simpler for everyone. It was agreed that it would be attempted, but the chilling <br />equipment for the ice rink may be an issue. We have another company that handles the <br />maintenance for that and the Recreation building. The committee unanimously <br />recommended approval and passage under suspension of the rule. <br />Councilman Barker, member of the Recreation Master Plan Committee: 1) The <br />committee met on April 13 at 5:30 p.m. Highlights of the committee's report are as <br />follows: <br />The design team evaluated the physical conditions of the existing park facilities, <br />concentrating primarily on the recreation center. We have not lacked at the facitities from <br />a programming analysis. Task two of the master plan wilt address recreation pra~ram <br />needs of the community and identify how the current facilftie-s meet or do n~ meet these <br />needs. At that point, we will discuss community needs, affordability and if the existing <br />facilities can be used, renovated, or complete new structures wilt be recommended. <br />Some major popular functions such as meeting rooms, fitness center, basketball courts, <br />indoor soccer or water play activities may be missing. Additions or conversions of spaces <br />might satisfy current needs. <br />NORTH OLMSTED RECREATION MASTER PLAN -ARCHITECTURAL <br />The North Olmsted Recreation Complex seems to have aged well.
